【摘要】：隨著城市規(guī)模的不斷擴(kuò)大,城市的社會(huì)結(jié)構(gòu)和居民的社會(huì)生活正處在轉(zhuǎn)型時(shí)期,為了便于我國城市的管理,將各城市的基層劃分為了不同的社區(qū),社區(qū)作為作為城市最基層的組織,越來越受到居民、政府和社會(huì)的重視和關(guān)注。就我國目前城市社區(qū)發(fā)展的狀況來看,問題層出不窮:社區(qū)行政化傾向嚴(yán)重、自治能力縮小、服務(wù)供給不足、社區(qū)基礎(chǔ)建設(shè)不完善等問題在一定的程度上使得社區(qū)治理工作不好進(jìn)行。本研究以社區(qū)治理為出發(fā)點(diǎn),并以在治理基層社區(qū)中政府所表現(xiàn)出的行為為研究對(duì)象,試圖找出并分析楚雄市鎮(zhèn)兩級(jí)政府在社區(qū)治理中的行為問題,從多角度提出完善社區(qū)治理中政府行為的路徑。楚雄市地處西南地區(qū)較落后的云南省楚雄彝族自治州,政府對(duì)建立社區(qū)的有效治理機(jī)制仍處在探索實(shí)踐階段,政府該如何規(guī)劃和指導(dǎo)社區(qū)治理便具有了理論研究與實(shí)踐意義。本文在研究的過程中分為了三個(gè)階段,分別是發(fā)現(xiàn)、分析、解決問題階段,從社區(qū)治理的理論和概念界定介紹入手,結(jié)合楚雄市社區(qū)治理的現(xiàn)狀,對(duì)楚雄市鹿城鎮(zhèn)所轄幾個(gè)大型社區(qū)進(jìn)行走訪和調(diào)查,并對(duì)國內(nèi)外典型社區(qū)治理模式進(jìn)行分析與總結(jié),找出現(xiàn)階段楚雄市社區(qū)治理中政府行為存在的問題,如政府行為干預(yù)過多、政府與社區(qū)治理主體的關(guān)系尚未理順、政府對(duì)社區(qū)的規(guī)劃與引導(dǎo)有待加強(qiáng)等。在結(jié)構(gòu)上,本文共有五個(gè)部分,一是闡述本文的研究意義及選題緣由,并對(duì)本文的寫作的框架與方法做了簡單介紹。二是對(duì)文章所涉及的概念進(jìn)行界定,并指出新公共服務(wù)理論和治理理論在我國政府對(duì)城市社區(qū)的治理工作中的啟示。三是對(duì)楚雄市社區(qū)治理總體情況的分析和鹿城鎮(zhèn)所轄社區(qū)的個(gè)案研究,找出楚雄市政府在對(duì)轄區(qū)內(nèi)的基層社區(qū)治理過程中的行為所存在的缺陷,并深入分析這些缺陷存在的根本原因。四是通過對(duì)國內(nèi)外典型城市社區(qū)治理模型的概述,找出對(duì)楚雄市社區(qū)治理中政府行為的啟示,為下一章完善社區(qū)治理中政府行為提出了可行的參考意見。五是文章的核心,在前四部分的理論基礎(chǔ)上,理論聯(lián)系實(shí)際,提出完善楚雄市社區(qū)治理中政府行為的路徑。
[Abstract]:With the continuous expansion of the city scale, the social structure of the city and the social life of the residents are in the transition period. In order to facilitate the management of the city in our country, the grass-roots level of each city is divided into different communities. Community, as the most basic organization in the city, is paid more and more attention by the residents, the government and the society. In view of the current situation of urban community development in China, problems emerge in endlessly: the tendency of community administration is serious, the capacity of autonomy is reduced, and the supply of services is insufficient. Some problems, such as imperfect community infrastructure, make community governance difficult to a certain extent. This study takes community governance as the starting point and the behavior of the government in the governance of grass-roots communities as the research object, trying to find out and analyze the behavior problems of the two levels of government in the community governance in Chuxiong. This paper puts forward the path of perfecting government behavior in community governance from many angles. Chuxiong City is located in the backward Chuxiong Yi Autonomous Prefecture of Yunnan Province in southwest China. The government is still exploring the practical stage to establish the effective governance mechanism of the community, and how the government should plan and guide the community governance has theoretical and practical significance. This paper is divided into three stages: discovery, analysis and problem-solving, starting with the introduction of the theory and concept of community governance, and combining with the current situation of community governance in Chuxiong. To visit and investigate several large communities under the jurisdiction of Lucheng in Chuxiong City, and to analyze and summarize the typical community governance models at home and abroad, and to find out the problems existing in the community governance of Chuxiong City during the emergence stage, such as excessive intervention by government behavior. The relationship between the government and the main body of community governance has not been straightened out, and the planning and guidance of the government to the community need to be strengthened. In structure, there are five parts in this paper. One is to explain the significance of the research and the reason of choosing the topic, and briefly introduce the frame and method of this paper. The second is to define the concepts involved in the article and point out the enlightenment of the new public service theory and governance theory in the governance of urban communities. The third is the analysis of the overall situation of community governance in Chuxiong City and the case study of the community under the jurisdiction of Lucheng City, to find out the shortcomings of the behavior of the Chuxiong City Government in the process of governance of the grass-roots communities in the jurisdiction. And deeply analyze the root cause of these defects. Fourth, through the overview of the typical urban community governance model at home and abroad, find out the inspiration to the government behavior in the community governance of Chuxiong, and put forward the feasible reference suggestions for the next chapter to perfect the government behavior in the community governance. Fifth, the core of the article, on the basis of the first four parts of the theory, theory and practice, proposed to improve the Chuxiong City community governance in the path of government behavior.
