【摘要】：自1999年以來,我國已經(jīng)步入老齡化社會(huì),并且人口老齡化的程度呈現(xiàn)上升趨勢(shì)。與此同時(shí),隨著經(jīng)濟(jì)水平的提高,醫(yī)療條件大大改善,我國人口的平均預(yù)期壽命有所延長(zhǎng),更加推助了我國老齡化的進(jìn)程。我國自實(shí)行計(jì)劃生育的基本國策以來,人口結(jié)構(gòu)的變化削弱了傳統(tǒng)的家庭養(yǎng)老功能,養(yǎng)兒防老的傳統(tǒng)觀念已經(jīng)不能滿足我國社會(huì)目前的養(yǎng)老需求。養(yǎng)老問題一直是我國社會(huì)保障工作的一項(xiàng)重要內(nèi)容。解決養(yǎng)老問題,不僅是緩解家庭壓力的迫切需要,而且關(guān)乎到我國社會(huì)的穩(wěn)定和經(jīng)濟(jì)的發(fā)展。尋求多元化的養(yǎng)老模式已刻不容緩,基于這種背景,盛行于西方的一種新型的養(yǎng)老模式即以房養(yǎng)老在我國開始受到關(guān)注。目前我國學(xué)者關(guān)于此方面的研究主要集中在中國是否具備運(yùn)行以房養(yǎng)老的現(xiàn)實(shí)基礎(chǔ)這一理論問題的探討上。本文正是基于這一背景對(duì)于以房養(yǎng)老模式展開深入的研究,全文共分為五個(gè)部分。引言部分介紹了以房養(yǎng)老的研究背景、研究意義、研究?jī)?nèi)容、研究方法和國內(nèi)外研究現(xiàn)狀,總結(jié)了國內(nèi)外在以房養(yǎng)老中的研究成果。第二章介紹了以房養(yǎng)老的相關(guān)理論,對(duì)以房養(yǎng)老的基本含義和現(xiàn)行的以房養(yǎng)老模式進(jìn)行了闡述。第三章從當(dāng)前我國政府在以房養(yǎng)老中的角色與不足進(jìn)行分析,總結(jié)了我國政府在以房養(yǎng)老中存在的問題,并對(duì)我國政府在以房養(yǎng)老中不足的原因進(jìn)行了闡述。第四章分析了外國政府在以房養(yǎng)老中的角色,并對(duì)具有豐富經(jīng)驗(yàn)的美國、新加坡、日本的以房養(yǎng)老模式進(jìn)行了簡(jiǎn)單介紹,從這些成熟的發(fā)展模式中我們得到什么樣的啟示與借鑒。以此得出我國政府需要扮演什么樣的角色。第五章提出了構(gòu)建政府參與以房養(yǎng)老的角色模式,首先對(duì)政府的多種角色模式進(jìn)行了綜合分析,進(jìn)而總結(jié)出政府需要扮演的角色模式主要有以下幾個(gè)方面,首先政府要扮演以房養(yǎng)老制定者的角色,然后政府要扮演以房養(yǎng)老監(jiān)管者的角色,其次政府要扮演以房養(yǎng)老保障者的角色,再次政府要扮演以房養(yǎng)老宣傳者的角色,最后政府要做好以房養(yǎng)老規(guī)劃者的角色。
[Abstract]:Since 1999, China has stepped into an aging society, and the degree of population aging is on the rise. At the same time, with the improvement of economic level, medical conditions have been greatly improved, and the average life expectancy of the Chinese population has been extended, which has pushed forward the aging process of our country. Since the implementation of the basic national policy of family planning, the change of population structure has weakened the traditional family pension function, and the traditional concept of raising children and preventing the elderly has not been able to meet the current needs of our society. Pension problem has been an important part of social security work in China. To solve the pension problem is not only the urgent need to alleviate the family pressure, but also related to the social stability and economic development of our country. It is urgent to seek a diversified pension model. Based on this background, a new type of pension model prevailing in the West, namely, housing pension, is beginning to receive attention in our country. At present, the research on this aspect is mainly focused on the theoretical question of whether China has the realistic foundation of providing for the aged by housing. This paper is based on this background for the housing pension model in-depth research, the full text is divided into five parts. The introduction part introduces the research background, research significance, research content, research methods and the current situation of the research at home and abroad, summarizes the domestic and foreign research results in the housing old-age care. The second chapter introduces the related theory of housing pension, the basic meaning of housing pension and the current housing pension model. In the third chapter, the author analyzes the role and deficiency of the government in providing for the aged by housing, summarizes the problems existing in the pension by housing, and expounds the reasons for the shortage of the government in providing for the aged with housing. The fourth chapter analyzes the role of foreign governments in providing for the aged by housing, and briefly introduces the housing pension model of the United States, Singapore and Japan, which have rich experience. From these mature development models we get what kind of inspiration and reference. In this way, our government needs to play what role. The fifth chapter puts forward the role model of government participation in providing for the aged by housing. Firstly, it comprehensively analyzes the various role models of the government, and then concludes that the role model that the government needs to play is mainly in the following aspects. First, the government has to play the role of the housing old-age care maker, then the government has to play the role of the housing old-age care supervisor, secondly, the government has to play the role of the housing old-age security person, and again the government has to play the role of the housing old-age care propagandist. Finally, the government should do a good job of housing pension planners role.
