【摘要】：近年來,隨著科技的發(fā)展,網(wǎng)絡(luò)空間與傳統(tǒng)外交事業(yè)不斷融合,在國際社會出現(xiàn)了一種新的外交形態(tài)——網(wǎng)絡(luò)外交。網(wǎng)絡(luò)外交的出現(xiàn),讓外交事業(yè)走向透明化和公開化,網(wǎng)絡(luò)外交的主體也不再局限于傳統(tǒng)的外交官員或是政府領(lǐng)導(dǎo)人,小至網(wǎng)絡(luò)世界的個人行為體,大到傳統(tǒng)意義上的國家行為體以及各類非國家組織行為體等都在自覺或是不自知地進(jìn)行著網(wǎng)絡(luò)外交活動。因此,為了實(shí)現(xiàn)習(xí)近平主席所提出的中國必須有自己特色的大國外交的目標(biāo),我們應(yīng)該對網(wǎng)絡(luò)外交加以重視。從網(wǎng)絡(luò)外交主體的劃分上來看,參與網(wǎng)絡(luò)外交的主體大致可以分為國家行為體,企業(yè)行為體(非國家組織行為體)和個人行為體。從各自網(wǎng)絡(luò)外交主體出發(fā),按照不同的網(wǎng)絡(luò)外交活動內(nèi)容將網(wǎng)絡(luò)外交細(xì)分為網(wǎng)絡(luò)公共外交、網(wǎng)絡(luò)技術(shù)外交和網(wǎng)絡(luò)治理外交,對奧巴馬政府的網(wǎng)絡(luò)外交活動進(jìn)行研究和分析,從而對于我國發(fā)展出具有自身優(yōu)勢的網(wǎng)絡(luò)外交提出建議。網(wǎng)絡(luò)公共外交的主體主要是個人行為體,其主要通過影響目標(biāo)國民眾來實(shí)現(xiàn)自身的外交目標(biāo),與另兩種網(wǎng)絡(luò)外交相互配合,共同發(fā)生作用;網(wǎng)絡(luò)技術(shù)外交主要施動者多為一國的網(wǎng)絡(luò)科技企業(yè),其通過多通過網(wǎng)絡(luò)技術(shù)控制、合作與交流等多種形式對他國網(wǎng)絡(luò)科技企業(yè)施加作用,最終對網(wǎng)絡(luò)產(chǎn)業(yè)形成影響造成國家政策的轉(zhuǎn)向以及民眾態(tài)度的改變;網(wǎng)絡(luò)治理外交主要通過網(wǎng)絡(luò)空間中國家行為體對互聯(lián)網(wǎng)重要技術(shù)和關(guān)鍵基礎(chǔ)設(shè)施等一系列網(wǎng)絡(luò)治理權(quán)力的爭奪對現(xiàn)實(shí)社會發(fā)揮影響,三種行為主體側(cè)重各不相同的網(wǎng)絡(luò)外交類型在現(xiàn)實(shí)生活中的實(shí)際在不斷相互作用,共同施加影響,最終實(shí)現(xiàn)國家的既定目標(biāo)。自奧巴馬政府上臺以來,美國主要通過“E外交”的戰(zhàn)略進(jìn)行網(wǎng)絡(luò)外交的統(tǒng)籌,谷歌公司等互聯(lián)網(wǎng)科技巨頭進(jìn)行行動上的配合,擴(kuò)大網(wǎng)絡(luò)外交的影響,在國際社會美國通過在ICANN監(jiān)管權(quán)一事上的讓步實(shí)際獲得更大主動權(quán)的實(shí)際操作不斷踐行著網(wǎng)絡(luò)外交的使命,這對我國既是挑戰(zhàn)也是不斷發(fā)展自身網(wǎng)絡(luò)外交事業(yè)的契機(jī)。美國網(wǎng)絡(luò)外交政策的不斷演變帶給我們挑戰(zhàn)的同時也促使我們必須要轉(zhuǎn)變網(wǎng)絡(luò)外交的發(fā)展理念,盡早制定網(wǎng)絡(luò)外交的戰(zhàn)略規(guī)劃,不斷完善中國網(wǎng)絡(luò)外交的運(yùn)行機(jī)制,更好提升中國網(wǎng)絡(luò)外交的技術(shù)能力,同時深入挖掘我國網(wǎng)絡(luò)外交的文化內(nèi)涵,真正實(shí)現(xiàn)具有中國特色的大國網(wǎng)絡(luò)外交。
[Abstract]:In recent years, with the development of science and technology, the network space and the traditional foreign affairs are constantly merging. In the international community, a new form of diplomatic diplomacy, network diplomacy, the emergence of network diplomacy makes the foreign affairs transparent and open, and the main body of the network diplomacy is no longer limited to the traditional diplomatic officials or government leaders. The individual actors in the Internet world, the national actors in the traditional sense, and the various non state organizations, are doing the network diplomacy consciously or unknowingly. Therefore, in order to achieve the goal of China's foreign diplomacy with its own characteristic, we should do the network diplomacy in order to achieve the goal of China's own characteristic great power diplomacy proposed by President Xi Jinping. From the division of network diplomacy, the main body of the network diplomacy can be divided into national behavior body, enterprise actor (non state organization actor) and individual actor. From their own network diplomatic subjects, network diplomacy is subdivided into network public diplomacy according to different network diplomatic activities and network technology. The diplomatic and network governance Diplomacy Studies and analyzes the network diplomatic activities of the Obama government, and puts forward some suggestions for the development of the network diplomacy with its own advantages. The main body of the network public diplomacy is the individual actor, which is mainly through the influence of the people of the target country to achieve its own diplomatic goals, and the other two kinds of networks. The main actors of the network technology diplomacy are network technology enterprises of one country. Through many forms of network technology control, cooperation and communication, the network technology enterprises play a role in the network technology enterprises in other countries, and finally make the influence of the network industry and make the change of the national policy and the attitude of the people. The network governance diplomacy mainly influences the real society through the contention of a series of network governance powers, such as the important technology and key infrastructure of the Internet, to the real society. The three types of behaviors focus on the interaction and influence of different types of network diplomacy in real life. Since the Obama administration came to power, the United States has carried out the coordination of network diplomacy with the strategy of "E diplomacy", the cooperation of Internet technology giants such as Google Corporation and other Internet technology giants to expand the influence of network diplomacy. In the international community, the concession of the United States in the ICANN supervision power has been actually achieved more. The practical operation of the big initiative is constantly carrying out the mission of network diplomacy, which is a challenge to our country as well as the continuous development of its own network diplomacy. At the same time, the evolution of the American network foreign policy brings us challenges, and we must change the concept of the development of network diplomacy and formulate the strategy of network diplomacy as soon as possible. Planning, constantly improving the operating mechanism of China's network diplomacy, improving the technical ability of China's network diplomacy, and digging into the cultural connotation of China's network diplomacy, and truly realizing the network diplomacy with Chinese characteristics.
