【摘要】：老齡化社會的迫近使我國養(yǎng)老社會服務(wù)供給面臨巨大壓力,倡導(dǎo)多元合作供給,創(chuàng)新理論、方法和實踐已經(jīng)成為解決我國老年社會服務(wù)問題的必由之路。在文獻(xiàn)研究的基礎(chǔ)上,創(chuàng)新性地利用社會影響力債券這一方興未艾的社會治理工具,聯(lián)結(jié)政府、市場和社會組織,使三方共存于同一個利益訴求整合、平等磋商協(xié)作的框架下,能夠為我國社會養(yǎng)老服務(wù)的合作治理提供更高效的供給模式和更穩(wěn)固的合作模式。以老年健康服務(wù)為例,基于社會影響力債券的運(yùn)作理念,構(gòu)建社會影響力債券的合作模式,關(guān)鍵是需要以政府、市場、社會組織與評估機(jī)構(gòu)共同為主體;以實現(xiàn)提供高質(zhì)量的養(yǎng)老健康服務(wù)、節(jié)省政府開支、提高資金效率為目標(biāo);以第三方評估和數(shù)字物聯(lián)網(wǎng)技術(shù)實現(xiàn)過程涵蓋式的結(jié)果控制。同時,堅持基于成功結(jié)果導(dǎo)向的付費機(jī)制,倡導(dǎo)互信,維護(hù)多元互益的合作機(jī)制�；谏鐣绊懥酿B(yǎng)老服務(wù)合作治理模式能為破解社會養(yǎng)老困局提供參考。
[Abstract]:With the approaching of aging society, the supply of social service for the aged in our country is under great pressure. Therefore, advocating pluralistic cooperative supply, innovating theory, method and practice has become the only way to solve the problem of social service for the aged in our country. On the basis of literature research, the paper makes innovative use of social influence bonds, an emerging social governance tool, to connect government, market and social organizations, so that the three parties can coexist in the framework of integration of the same interest demands, equal consultation and cooperation. To provide a more efficient supply model and a more stable cooperation model for the cooperative governance of social pension services in China. Taking the elderly health service as an example, based on the concept of social influence bond, the key to construct the cooperation model of social influence bond is that the government, market, social organization and evaluation organization are the main body; The goal is to provide high-quality health care for the aged, to save government expenditure and to improve the efficiency of funds, and to control the results of the process by means of third-party evaluation and digital Internet of things technology. At the same time, adhere to the successful results-oriented payment mechanism, promote mutual trust, and maintain a multi-beneficial cooperation mechanism. The cooperative governance model of pension service based on social influence bond can provide a reference for solving the social pension dilemma.
