【摘要】：養(yǎng)老是每一個家庭、每一個人都要面對的問題。目前我國已經(jīng)進(jìn)入了人口老齡化的社會,并且人口老齡化速度仍在不斷加快,未來四川人口老齡化的趨勢進(jìn)一步加劇。在此背景下,居民未富先老、養(yǎng)老能力有限的矛盾十分突出,加強(qiáng)社會養(yǎng)老服務(wù)體系建設(shè),已成為政府關(guān)系、社會關(guān)注、群眾關(guān)切的重大民生問題。怎樣通過政府、社會以及個人團(tuán)體的努力,為老年人口提供經(jīng)濟(jì)、適宜的養(yǎng)老服務(wù)是應(yīng)對老齡化危機(jī)的根本出路。本文綜合運(yùn)用電話調(diào)查、文獻(xiàn)研究等多種方法,探討四川居民養(yǎng)老現(xiàn)狀和需求意愿,反映出四川養(yǎng)老服務(wù)存在問題,并在受訪者對四川養(yǎng)老服務(wù)的訴求和建議的基礎(chǔ)上,結(jié)合國外養(yǎng)老服務(wù)模式及經(jīng)驗,提出解決問題的對策措施。研究發(fā)現(xiàn),受訪者在醫(yī)療保健、指導(dǎo)鍛煉、生活照料、休閑娛樂等方面的養(yǎng)老服務(wù)需求最為迫切,在養(yǎng)老模式的選擇傾向方面主要傾向于居家養(yǎng)老和居家式社區(qū)養(yǎng)老模式,年齡、受教育程度、居住地等因素對養(yǎng)老模式選擇傾向影響顯著。此外,受訪者對養(yǎng)老服務(wù)業(yè)發(fā)展總體情況滿意率不高,養(yǎng)老公共服務(wù)資源供給嚴(yán)重不足,養(yǎng)老機(jī)構(gòu)存在問題較多,養(yǎng)老服務(wù)現(xiàn)狀與群眾需求差距較大,養(yǎng)老服務(wù)發(fā)展任重道遠(yuǎn)。四川養(yǎng)老服務(wù)存在的問題在我國養(yǎng)老服務(wù)領(lǐng)域具有普遍性,本文展現(xiàn)的具體問題和受訪者需求,以及相應(yīng)的對策建議,能夠為進(jìn)一步發(fā)展四川養(yǎng)老服務(wù)業(yè)、解決養(yǎng)老難題提供重要參考依據(jù),同時對我國類似地區(qū)的養(yǎng)老問題也具有一定的參考價值。
[Abstract]:Pension is a problem that every family and everyone has to face. At present, our country has entered the society of aging population, and the speed of population aging is still accelerating, and the trend of population aging in Sichuan will be further intensified in the future. Under this background, the contradiction that residents are old before they become rich and have limited ability to provide for the aged is very prominent. Strengthening the construction of social pension service system has become a major livelihood issue concerned by the government, the society and the masses. How to provide the economy for the elderly population through the efforts of the government, society and individual groups is the basic way to deal with the aging crisis. Based on the telephone survey, literature research and other methods, this paper discusses the current situation and demand desire of the elderly in Sichuan, reflecting the existing problems of the pension service in Sichuan, and on the basis of the demands and suggestions of the interviewees on the pension service in Sichuan. Combined with the overseas pension service model and experience, the countermeasures to solve the problem are put forward. The study found that the respondents in health care, guidance exercise, life care, leisure entertainment and other aspects of the most urgent need for old-age services, in the choice of pension patterns mainly tend to home pension and home community pension model. Factors such as age, education level and place of residence have significant influence on the choice of pension model. In addition, the respondents are not satisfied with the overall development of the old-age service industry, the supply of public services for the aged is seriously inadequate, there are more problems in pension institutions, the gap between the current status of pension services and the needs of the masses is large, and the development of pension services has a long way to go. The problems existing in the pension service in Sichuan are universal in the field of pension service in China. The specific problems and the needs of the interviewees shown in this paper, as well as the corresponding countermeasures and suggestions, can be used for the further development of the pension service industry in Sichuan. It provides an important reference basis for solving the pension problem, and also has certain reference value for the pension problems in similar areas of our country.
