【摘要】：社區(qū)治理是目前學(xué)術(shù)界和實(shí)踐界的熱點(diǎn)問題,社區(qū)治理效果如何直接關(guān)系到社會(huì)成員的福祉和社會(huì)的穩(wěn)定�；诖�,本文以一個(gè)中等城市的城市社區(qū)為研究對(duì)象,圍繞該社區(qū)的社會(huì)治理這一主題,對(duì)其進(jìn)行了深入細(xì)致的個(gè)案研究,力圖通過“深描”,展現(xiàn)城市社區(qū)治理的過程與經(jīng)驗(yàn)。本文在梳理城市社區(qū)治理文獻(xiàn)和厘清城市社區(qū)治理與社區(qū)治理基本概念的基礎(chǔ)上,以個(gè)案研究的取向,通過參與觀察法、深入訪談法等研究方法,,從社區(qū)居委會(huì)的自治職能、社區(qū)黨支部的凝聚力和社區(qū)社會(huì)組織的有效性等方面對(duì)大同市睿和新城社區(qū)社會(huì)治理的現(xiàn)狀進(jìn)行了具體分析,探討了該社區(qū)社會(huì)治理的主要經(jīng)驗(yàn)、特點(diǎn)和做法。在此基礎(chǔ)上,分析了該社區(qū)社會(huì)治理面臨的挑戰(zhàn),認(rèn)為該社區(qū)存在社區(qū)物業(yè)與業(yè)主的矛盾沖突較大、社區(qū)領(lǐng)導(dǎo)機(jī)構(gòu)存在缺陷和居民自治容易產(chǎn)生問題等三大亟待解決的問題,必須通過推動(dòng)政府和社區(qū)各部門多元治理、創(chuàng)立司法調(diào)解機(jī)構(gòu)、提升居民的社區(qū)服務(wù)意識(shí)等措施或方法,促進(jìn)社區(qū)治理更加科學(xué)化、合理化,實(shí)現(xiàn)城市社區(qū)社會(huì)穩(wěn)定與良性發(fā)展,達(dá)到服務(wù)型社區(qū)管理的理想目標(biāo)。本文是對(duì)一個(gè)具有普遍意義的中等城市的社區(qū)社會(huì)治理研究,期待能對(duì)我國同類型的基層社會(huì)治理工作及其該領(lǐng)域的理論建構(gòu)有所裨益。
[Abstract]:Community governance is a hot issue in the academic and practical circles at present. How the effect of community governance is directly related to the well-being of social members and social stability. Based on this, this paper takes the urban community of a medium city as the research object, and focuses on the theme of social governance of the community. Demonstrate the process and experience of urban community governance. On the basis of combing the literature on urban community governance and clarifying the basic concepts of urban community governance and community governance, this paper, based on the orientation of case study, through the participation observation method, in-depth interview and other research methods, from the community neighborhood committee autonomy function, The cohesion of community Party branch and the effectiveness of community social organization are analyzed in detail, and the main experience, characteristics and methods of community social governance in Datong City and Xincheng City are discussed. On this basis, the paper analyzes the challenges faced by the community's social governance, and points out that there are three problems to be solved urgently in the community, such as the contradiction between community property and owners, the defects of community leading organizations and the problems easily arising from residents' autonomy. We must promote more scientific and rational community governance through measures or methods such as promoting the pluralistic governance of the government and various departments of the community, establishing judicial mediation institutions, and raising the residents' awareness of community service. To realize the social stability and benign development of urban community and to achieve the ideal goal of service community management. This paper is a study of community social governance in a middle city with universal significance and expects to be of benefit to the same type of grass-roots social governance in China and its theoretical construction in this field.
