【摘要】：隨著我國服務(wù)型政府建設(shè)的不斷推進(jìn)，民意表達(dá)有了一定的發(fā)展，民意表達(dá)主體不斷擴(kuò)大、民意表達(dá)渠道不斷創(chuàng)新、民意表達(dá)領(lǐng)域不斷拓展。然而，隨著社會(huì)的不斷發(fā)展，日益分化出不同的社會(huì)群體，民意表達(dá)存在的問題也逐漸顯現(xiàn)。例如，公民的表達(dá)意識(shí)薄弱、民意表達(dá)渠道不暢通、公民的表達(dá)能力不平衡、信息不足引起民意失真、民意表達(dá)缺乏法律保障、民意表達(dá)缺乏政府回應(yīng)等。因此，我們?nèi)匀恍枰M(jìn)一步完善民意表達(dá)。 本文首先對(duì)服務(wù)型政府提出的背景、概念和特征以及民意表達(dá)的基本內(nèi)涵和相關(guān)理論進(jìn)行了闡述，從而深層次把握服務(wù)型政府和民意表達(dá)之間的內(nèi)在聯(lián)系，通過分析民意表達(dá)在服務(wù)型政府建設(shè)中的價(jià)值，凸顯出民意表達(dá)對(duì)于構(gòu)建服務(wù)型政府的重要性。在此基礎(chǔ)上，結(jié)合我國的基本國情對(duì)當(dāng)前我國服務(wù)型政府建設(shè)過程中的民意表達(dá)現(xiàn)狀進(jìn)行了梳理，并指出了民意表達(dá)存在的問題及其原因。最后，從加強(qiáng)民意表達(dá)法律平臺(tái)建設(shè)、增強(qiáng)人民群眾民意表達(dá)能力、構(gòu)建民意表達(dá)渠道制度保障、加大對(duì)民意表達(dá)的引導(dǎo)力度四個(gè)方面提出相應(yīng)的具體對(duì)策，使民眾能夠更好地表達(dá)自己的意愿和訴求，加強(qiáng)民眾與政府之間的互動(dòng)，從而推進(jìn)我國服務(wù)型政府的建設(shè)。
[Abstract]:With the development of service-oriented government in our country, the expression of public opinion has developed, the main body of public opinion has been expanded, the channel of public opinion expression has been innovated, and the field of public opinion expression has been expanded. However, with the development of society, different social groups are increasingly divided, and the problems of public opinion expression appear gradually. For example, the public's expression consciousness is weak, the public opinion expression channel is not smooth, the citizen's expression ability is not balanced, the information insufficient causes the public opinion distortion, the public opinion expression lacks the legal safeguard, the public opinion expression lacks the government response and so on. Therefore, we still need to further improve the expression of public opinion. This paper first expounds the background, concept and characteristics of service-oriented government, as well as the basic connotation and relevant theories of public opinion expression, so as to deeply grasp the internal relationship between service-oriented government and public opinion expression. By analyzing the value of public opinion expression in the construction of service-oriented government, the importance of public opinion expression in the construction of service-oriented government is highlighted. On this basis, combined with the basic situation of our country, this paper combs the present situation of public opinion expression in the process of construction of service-oriented government in our country, and points out the existing problems and reasons of public opinion expression. Finally, from the four aspects of strengthening the construction of the legal platform for public opinion expression, enhancing the ability of the people to express public opinion, constructing the system of public opinion expression channels and ensuring the system of public opinion expression, the corresponding concrete countermeasures are put forward in four aspects: strengthening the guidance of public opinion expression. So that people can better express their wishes and demands, strengthen the interaction between the people and the government, and promote the construction of service-oriented government in China.
