歐盟的水外交:以中亞為例

【摘要】:在中亞地區(qū)水資源環(huán)境持續(xù)惡化的背景下,歐盟運用其治理經(jīng)驗和水外交戰(zhàn)略,參與中亞的水資源治理。歐盟的中亞水外交戰(zhàn)略,主要是通過區(qū)域性的雙邊與多邊對話與合作機制,提供區(qū)域性公共產(chǎn)品,突出其價值觀并維護中亞地區(qū)的安全利益。歐盟內(nèi)部的一致性、中亞國家間的關(guān)系和地區(qū)內(nèi)部國家水資源的治理能力影響歐盟水外交工作的進展和推動。歐盟在中亞水外交領(lǐng)域的實施特點是:通過協(xié)議等渠道進行直接援助、地區(qū)機制安排以及與國際社會加強合作等。
[Abstract]:Under the background of the deterioration of water resources environment in Central Asia, EU takes part in water resources governance in Central Asia by using its management experience and water diplomacy strategy.The EU's water diplomacy strategy in Central Asia is mainly to provide regional public goods, highlight its values and safeguard the security interests of Central Asia through regional bilateral and multilateral dialogue and cooperation mechanisms.The internal consistency of the EU, the relationship between the Central Asian countries and the water resources governance ability of the countries in the region affect the progress and promotion of the EU's water diplomacy.The implementation characteristics of EU in the field of water diplomacy in Central Asia are as follows: direct assistance through such channels as agreement, regional mechanism arrangement and strengthening cooperation with the international community.
