【摘要】：日本作為一個資源極度匱乏、國家生存與發(fā)展嚴重依賴海外市場的國家,海上通道安全無疑對其具有極為重要的戰(zhàn)略意義。其中,馬六甲海峽更是被日本視為"海上生命線",其航行安全問題一直被日本國內高度關注。自20世紀90年代起,發(fā)生在該海峽的海盜及海上武裝搶劫事件(1)激增,各海峽利用國特別是日本損失慘重。1999年以后,日本開始采取各種途徑,多渠道、多層次地介入馬六甲海峽海盜治理事務,并力圖成為主導力量。值得我國關注與警惕的是,日本以打擊海盜為名擴大其在海外軍事存在的潛在戰(zhàn)略意圖。
[Abstract]:As a country whose resources are extremely scarce and whose survival and development depend heavily on overseas markets, the safety of maritime passage is undoubtedly of great strategic significance to Japan.Among them, Malacca Strait is regarded as "lifeline at sea" by Japan, and its navigation safety has been highly concerned in Japan.Since the 1990s, the number of incidents of piracy and armed robbery at sea in the Strait has increased sharply, and the countries using the straits, especially Japan, have suffered heavy losses. After 1999, Japan began to take various ways and channels.Multi-level involvement in the Straits of Malacca pirate governance, and strive to become a leading force.What deserves our attention and vigilance is Japan's potential strategic intention to expand its military presence abroad in the name of anti-piracy.
