【摘要】：網(wǎng)絡(luò)安全威脅是當(dāng)今國(guó)際社會(huì)普遍面臨的主要威脅之一。受地緣政治與國(guó)際局勢(shì)的影響,以色列成為遭受網(wǎng)絡(luò)攻擊最為頻繁的國(guó)家之一。由于長(zhǎng)期遭受網(wǎng)絡(luò)攻擊的威脅,以色列在國(guó)際社會(huì)中較早重視網(wǎng)絡(luò)安全問(wèn)題,建立了一系列網(wǎng)絡(luò)安全應(yīng)對(duì)機(jī)制。2010-2011年是以色列加強(qiáng)國(guó)家網(wǎng)絡(luò)安全建設(shè)的重要時(shí)間節(jié)點(diǎn),以《2010國(guó)家網(wǎng)絡(luò)倡議》和以色列政府第3611號(hào)決議兩個(gè)具有里程碑意義的文件為代表,以色列政府將制定國(guó)家網(wǎng)絡(luò)戰(zhàn)略提上議事日程。在國(guó)家網(wǎng)絡(luò)局的統(tǒng)籌規(guī)劃下,通過(guò)政府機(jī)構(gòu)、軍情部門、學(xué)術(shù)界、產(chǎn)業(yè)界等之間的密切合作,以色列構(gòu)建了一整套較為健全的網(wǎng)絡(luò)安全維護(hù)機(jī)制,不僅有效治理了網(wǎng)絡(luò)安全問(wèn)題,而且通過(guò)與技術(shù)研發(fā)相結(jié)合形成了科學(xué)合理的網(wǎng)絡(luò)安全生態(tài)系統(tǒng),蓬勃發(fā)展的網(wǎng)絡(luò)安全產(chǎn)業(yè)也帶來(lái)了可觀的經(jīng)濟(jì)效益。作為全球網(wǎng)絡(luò)安全領(lǐng)域的引領(lǐng)者之一,以色列在網(wǎng)絡(luò)安全治理上積累了較為豐富的經(jīng)驗(yàn),并具備一定的網(wǎng)絡(luò)戰(zhàn)實(shí)戰(zhàn)能力,值得其他相關(guān)國(guó)家學(xué)習(xí)和借鑒。
[Abstract]:The threat to cybersecurity is one of the main threats facing the international community. Under the influence of geopolitics and the international situation, Israel has become one of the most frequently attacked countries. Israel has paid early attention to the issue of cybersecurity in the international community, and has established a series of cybersecurity response mechanisms. 2010-2011 is an important time node for Israel to strengthen the construction of national cybersecurity. Represented by the two landmark documents of the National Network Initiative 2010 and Resolution 3611 of the Government of Israel, the Government of Israel has put the development of a national network strategy on its agenda. Under the integrated planning of the National Network Bureau, through government agencies, With close cooperation among military intelligence departments, academia, industry and so on, Israel has constructed a set of relatively sound network security maintenance mechanisms, which not only effectively address the problem of cybersecurity, Moreover, by combining with technology research and development, a scientific and reasonable network security ecosystem has been formed, and the booming network security industry has also brought considerable economic benefits. As one of the leaders in the field of global network security, Israel has accumulated rich experience in the management of network security, and has certain ability of network warfare, which is worth learning and learning from other relevant countries.
