【摘要】：北極在當(dāng)今世界的戰(zhàn)略意義愈發(fā)凸顯,俄羅斯臨近北極,其北極政策一直受到世界各國(guó)的關(guān)注。2007年的海底插旗事件和2017年的興建人工島嶼事件,更是引發(fā)了外界對(duì)于俄羅斯北極政策的諸多猜想。筆者分別通過極地安全、極地航線和極地資源這三個(gè)視角對(duì)俄羅斯當(dāng)代北極政策進(jìn)行逐一分析,發(fā)現(xiàn)軍事擴(kuò)張并不符合俄羅斯的實(shí)際利益,而北方航線作為國(guó)際航道的通行能力十分有限,唯有獲取極地資源才是其政策的實(shí)質(zhì)。鑒于分析的結(jié)果,筆者探討了中國(guó)對(duì)于北極事務(wù)的介入問題,并對(duì)中俄兩國(guó)在北極地區(qū)的合作前景和方式進(jìn)行了初步分析。
[Abstract]:The strategic significance of the Arctic in today's world is becoming increasingly prominent. Russia is near the Arctic, and its Arctic policy has been the concern of all countries around the world. The seabed flag planting incident on 2007 and the construction of artificial islands on 2017, This has led to a great deal of speculation about Russia's Arctic policy. The author analyzes the contemporary Russian Arctic policy one by one through the perspectives of polar security, polar routes and polar resources. Finding that military expansion is not in the practical interest of Russia, and that the northern route has very limited capacity as an international waterway, and that access to polar resources is the essence of its policy. This paper discusses China's involvement in Arctic affairs and makes a preliminary analysis of the prospects and ways of Sino-Russian cooperation in the Arctic region.
