【摘要】：1949年底李宗仁以"代總統(tǒng)"身份赴美就醫(yī),實(shí)為爭(zhēng)取美國(guó)對(duì)固守海南島的軍事援助,終因形勢(shì)變化滯留美國(guó)長(zhǎng)達(dá)16年。在美初期,其一方面以"中華民國(guó)代總統(tǒng)"自居,高調(diào)質(zhì)疑蔣介石"復(fù)職"的合法性;另一方面又通過(guò)私人顧問(wèn)甘介侯悄悄向美申請(qǐng)政治避難,希望獲得長(zhǎng)期居留美國(guó)的適當(dāng)身份。美國(guó)國(guó)務(wù)院為處理李宗仁的政治避難申請(qǐng)頭疼不已,與之多次交涉,采取既不驅(qū)逐出境,也不接受其避難請(qǐng)求的應(yīng)對(duì)策略,繼續(xù)給予其外國(guó)政要的禮貌和特權(quán)。李宗仁直到1954年3月被罷免"副總統(tǒng)"職務(wù)喪失政治地位后,始獲得"難民"身份居留美國(guó),后于1965年7月返回大陸。
[Abstract]:In end of 1949, Li Zongren went to the United States to seek medical treatment as "acting president." in fact, he sought military assistance from the United States to defend Hainan Island, and eventually stayed in the United States for 16 years because of changes in the situation. In the early days of the United States, he called himself "acting President of the Republic of China." He questioned the legitimacy of Jiang Jieshi's "reinstatement" and quietly applied to the United States for political asylum through his private adviser, Gan Jie-hou, on the other hand. The United States Department of State repeatedly intervened with Li Zongren to deal with his application for political asylum and adopted a policy of neither deportation nor acceptance of his request for asylum, in the hope of obtaining the proper status of long-term residence in the United States. Li Zongren was not granted "refugee" status until March 1954, when he lost his political status as "vice president", and returned to the mainland on July 1965.
