【摘要】：鄰避問題是一個社會政治問題。中國社會主義協商民主的實踐推進了民主的理論和方法創(chuàng)新,也由此形成一套成熟的中國特色民主理論話語體系。通過社會主義協商民主的模式和方法來治理鄰避沖突題,具有較高的價值契合性。當前鄰避沖突在源起、爆發(fā)、擴散以及發(fā)展四個過程維度呈現出一些新的特征。協商缺失、民主乏力兩大結構性問題正成為當前我國鄰避沖突治理陷入困境的根本,具體體現在決策者、參與民眾、應對方式與治理體系四個方面。治理鄰避沖突,需更新觀念,樹立社會主義協商民主的治理思維,把握規(guī)律,構建全流程協商民主治理格局,用制度化的方式創(chuàng)新協商民主治理機制。
[Abstract]:The practice of China's socialist consultative democracy has promoted the innovation of democratic theories and methods. It also forms a mature discourse system of democratic theory with Chinese characteristics. It has a high value fit to govern the problem of avoiding conflict through the mode and method of socialist deliberative democracy. At present, the conflict between neighboring countries is coming into being and erupting. The four dimensions of diffusion and development show some new characteristics. The absence of negotiation and the lack of democracy are becoming the root of the dilemma in the conflict avoidance governance of our country, which is embodied in the decision makers and the people involved. It is necessary to renew the concept, establish the management thinking of socialist consultative democracy, grasp the law, and construct the democratic governance pattern of the whole process consultation. The mechanism of democratic governance through consultation should be innovated in an institutionalized way.
