【摘要】：伴隨我國老齡化速度的加快,老齡人口不斷增多,養(yǎng)老事業(yè)發(fā)展成為日益重要的問題。我國人口老齡化程度的加深與傳統(tǒng)家庭養(yǎng)老根基動搖、機(jī)構(gòu)養(yǎng)老供給不足間形成的矛盾,以及家本位的傳統(tǒng)養(yǎng)老觀念,使得居家養(yǎng)老成為重要的養(yǎng)老方式,政府作為社會保障的主要承擔(dān)者,應(yīng)充分發(fā)揮自身職能,確保城市社區(qū)居家養(yǎng)老服務(wù)的發(fā)展匹配老齡化趨勢,實現(xiàn)老有所依。自2000年部分城市社區(qū)居家養(yǎng)老試點設(shè)置以來,在政策、理論、實踐等方面,我國均已獲得一定成果,也形成了具備不同特點的發(fā)展模式。然而總體來講,還有許多問題亟待解決。政府作為居家養(yǎng)老服務(wù)中的重要主體,必須準(zhǔn)確界定自身職能與定位,保障城市社區(qū)居家養(yǎng)老良性發(fā)展,不斷滿足日益多元化的養(yǎng)老需求。本文首先通過文獻(xiàn)研究法總結(jié)以往學(xué)者對城市社區(qū)居家養(yǎng)老中政府職能與定位的研究成果,梳理目前我國政府在城市社區(qū)居家養(yǎng)老服務(wù)中的職能現(xiàn)狀,并將以往學(xué)者調(diào)研數(shù)據(jù)與本次北京市城市社區(qū)居家養(yǎng)老服務(wù)調(diào)查數(shù)據(jù)相結(jié)合,分析目前我國城市社區(qū)居家養(yǎng)老服務(wù)中政府職能與職能定位存在的問題,分析問題出現(xiàn)的原因,結(jié)合借鑒國內(nèi)外先進(jìn)經(jīng)驗,進(jìn)而提出改善我國城市社區(qū)居家養(yǎng)老服務(wù)中政府職能與定位的對策。
[Abstract]:With the acceleration of aging in China, the aging population is increasing, and the development of old-age care has become an increasingly important issue. The contradiction between the deepening of the aging of the population in China and the foundation of the traditional family pension is shaken, and the institutional pension supply is insufficient. As well as the traditional concept of family old-age care, the family old-age care has become an important way to provide for the aged. The government, as the main bearer of social security, should give full play to its own functions to ensure that the development of the urban community home pension service matches the aging trend. Since 2000, some urban communities have set up a pilot system for the aged at home. Since 2000, our country has achieved certain results in terms of policy, theory and practice, and has also formed a development model with different characteristics. There are still many problems to be solved. The government, as an important part of the family pension service, must accurately define its own function and position to ensure the healthy development of the urban community. Firstly, through literature research, this paper summarizes the research results of government function and orientation in urban community home care. Combing the current status of the functions of the government in the urban community home care service, and combining the previous research data with the survey data of the urban community home pension service in Beijing. This paper analyzes the problems existing in the government function and function orientation in the current urban community home pension service in China, analyzes the causes of the problems, and draws lessons from the advanced experience at home and abroad. Furthermore, the paper puts forward some countermeasures to improve the government's function and orientation in the urban community home care service.
