【摘要】：網(wǎng)絡(luò)空間治理的核心是治理權(quán)歸屬問題。"互聯(lián)網(wǎng)自治"作為最初占據(jù)主流地位的治理思想,在實踐上是失敗的。"互聯(lián)網(wǎng)自治"暗含的理論前提是技術(shù)決定論,但技術(shù)與社會實際上是整體性下的互動關(guān)系。在網(wǎng)絡(luò)空間治理問題上以"自治"為名,實際上掩蓋了網(wǎng)絡(luò)治理中的霸權(quán)和獨裁。唯有建立新秩序,實質(zhì)上打破網(wǎng)絡(luò)霸權(quán),才能在網(wǎng)絡(luò)空間實現(xiàn)更廣大地區(qū)更多人的利益和自由。今天對"互聯(lián)網(wǎng)主權(quán)"的捍衛(wèi)與對網(wǎng)絡(luò)空間新秩序的追求,與當(dāng)初"世界信息傳播新秩序"運動本質(zhì)上類似。作為負(fù)責(zé)任的新興大國,中國倡導(dǎo)建立國際網(wǎng)絡(luò)空間新秩序。
[Abstract]:The core of cyberspace governance is the ownership of governance power. "Internet autonomy" as the primary mainstream of governance thought, is a failure in practice. The implicit theoretical premise of "Internet autonomy" is technological determinism. However, technology and society are actually interactive relations under the whole. In the name of "autonomy" in cyberspace governance, the hegemony and dictatorship in cybergovernance are actually concealed. Only by establishing a new order can we break the cyberhegemony in essence. In order to realize the interests and freedom of more people in a wider area in cyberspace. Today's defense of "Internet sovereignty" and the pursuit of a new order in cyberspace, Similar in nature to the "New World Information dissemination order" movement, China, as a responsible emerging power, advocates the establishment of a new international cyberspace order.
