【摘要】：本文對美國外資安全審查機制建立四十多年來的形成原因、歷史背景、發(fā)展歷程進行了全面的梳理,對其主要行政機構——美國財政部主導的外國投資委員會(CFIUS)所關注的"受管轄交易"審查情況進行了行業(yè)分析,并總結了美國外資安全審查的主要特征。在此基礎上,文章深入分析了美國外資國家安全審查機制對中國的影響,提出了相關應對策略的幾點建議。
[Abstract]:In this paper, the causes, historical background and development of the security review mechanism for foreign investment in the United States over 40 years have been comprehensively combed out. This paper makes an industry analysis of the review of "regulated transactions" concerned by the Committee on Foreign Investment led by the United States Treasury Department, and summarizes the main characteristics of the foreign investment security review in the United States. This paper deeply analyzes the influence of American foreign national security review mechanism on China, and puts forward some suggestions to deal with it.
