【摘要】：社區(qū)矯正作為法律制度創(chuàng)建以來(lái)，作為興新產(chǎn)物，其頑強(qiáng)的生命力和本身固有的優(yōu)勢(shì)在世界各國(guó)不斷的被發(fā)揚(yáng)廣大，且對(duì)社區(qū)矯正的內(nèi)容和方式的創(chuàng)新從來(lái)沒(méi)有停止過(guò)。因此，社區(qū)矯正也是我國(guó)刑罰制度的一項(xiàng)具有跨世紀(jì)、里程碑意義的重大改革。 社區(qū)矯正作為我國(guó)非監(jiān)禁性刑罰的一種新的模式，因此，在闡述過(guò)程中，論文的主要內(nèi)容一共分為四個(gè)部分。第一部分:社區(qū)矯正的概況。該部分主要介紹社區(qū)矯正的概念、特征。第二部分:貞豐縣的社區(qū)矯正調(diào)查概述。該部分簡(jiǎn)要介紹了貞豐縣社區(qū)矯正法律規(guī)范性文件、貞豐縣社區(qū)矯正機(jī)構(gòu)、貞豐縣社區(qū)矯正工作的內(nèi)容與方法、貞豐縣社區(qū)矯正對(duì)象概況。第三部分：貞豐縣社區(qū)矯正工作存在的主要問(wèn)題和困難。該部分主要闡述貞豐縣社區(qū)矯正社會(huì)基礎(chǔ)薄弱、社區(qū)矯正立法不完善、社區(qū)矯正執(zhí)法過(guò)程存在問(wèn)題、社區(qū)矯正人員的監(jiān)督管理不到位。第四部分:我國(guó)社區(qū)矯正制度的完善與改進(jìn)。主要針對(duì)在調(diào)研期間貞豐縣社區(qū)矯正暴露出來(lái)的問(wèn)題進(jìn)行分析和提出一點(diǎn)建議，具體從社區(qū)矯正社會(huì)基礎(chǔ)建設(shè)的完善、完善社區(qū)矯正法律體系、加強(qiáng)社區(qū)矯正執(zhí)法力量的建設(shè)、強(qiáng)化健全社區(qū)矯正監(jiān)督管理、發(fā)揮法律監(jiān)督職能，促進(jìn)社區(qū)矯正規(guī)范動(dòng)作、加大經(jīng)費(fèi)保障等幾個(gè)方面來(lái)進(jìn)行解析。
[Abstract]:Community correction as a legal system since the establishment, as a new product, its indomitable vitality and inherent advantages in the world has been constantly carried forward, and the content and ways of community correction innovation has never stopped. Therefore, community correction is also a great reform of penalty system in our country. Community correction as a new mode of non-custodial punishment in China, therefore, in the process of elaboration, the main content of the paper is divided into four parts. The first part: the general situation of community correction. This part mainly introduces the concept and characteristics of community correction. The second part: the survey of community correction in Zhenfeng County. This part briefly introduces the legal normative documents of community correction in Zhenfeng County, the organization of community correction in Zhenfeng County, the contents and methods of community correction work in Zhenfeng County, and the general situation of the objects of community correction in Zhenfeng County. The third part: the main problems and difficulties of community correction in Zhenfeng County. This part mainly expounds that the social foundation of community correction in Zhenfeng County is weak, the legislation of community correction is not perfect, there are problems in the process of community correction law enforcement, and the supervision and management of community correction personnel is not in place. The fourth part: the perfection and improvement of community correction system in our country. Mainly aiming at the problems exposed by community correction in Zhenfeng County during the investigation period, this paper analyzes and puts forward some suggestions, specifically from the improvement of the social infrastructure of community correction, the perfection of the legal system of community correction, and the strengthening of the construction of law enforcement forces of community correction. Strengthening and perfecting the supervision and management of community correction, exerting the function of legal supervision, promoting the standard action of community correction, increasing the fund guarantee and so on.
