【摘要】： 新中國成立以后,我國戶籍制度經(jīng)歷了由維護城鄉(xiāng)經(jīng)濟和社會秩序,到強制性限制勞動力自由流動的變遷。因此,我國的戶籍制度對新中國的社會經(jīng)濟發(fā)展產(chǎn)生了巨大的影響。本文從經(jīng)濟學(xué)視角,采用理論分析與實證研究相結(jié)合的方法,回顧了我國戶籍制度的發(fā)展歷程,從工農(nóng)業(yè)發(fā)展、城市化進程、個人市場主體的機會和權(quán)利等方面探討了我國戶籍制度對我國經(jīng)濟發(fā)展的影響,揭示了我國目前工農(nóng)業(yè)發(fā)展和城鄉(xiāng)發(fā)展失衡的深層次原因,并就如何改革我國戶籍制度以適應(yīng)市場經(jīng)濟的發(fā)展,提出了戶籍制度應(yīng)尊重公民居住和遷移自由、戶籍管理以人為主、各項政策相互配套等改革思路。在此基礎(chǔ)上,建議采取建立口籍管理制度、按居住地確定戶籍和給予城鄉(xiāng)戶籍同樣的待遇等具體措施。
[Abstract]:After the founding of the people's Republic of China, the household registration system of our country has changed from maintaining the economic and social order in urban and rural areas to restricting the free flow of labor force. Therefore, the household registration system in China has had a great impact on the social and economic development of the people's Republic of China. From the perspective of economics, this paper reviews the development of the household registration system in China by combining theoretical analysis with empirical research, including the development of industry and agriculture, and the process of urbanization. This paper probes into the influence of the household registration system on the economic development of our country in terms of the opportunities and rights of the individual market subjects, and reveals the deep reasons for the imbalance between the development of industry and agriculture and the development of urban and rural areas in our country at present. On how to reform our household registration system to adapt to the development of the market economy, this paper puts forward the reform ideas that the household registration system should respect citizens' freedom of residence and migration, that household registration management should be dominated by people, and that all policies should be matched with each other. On the basis of this, it is suggested to establish the management system of mouth registration, determine the household registration according to the place of residence, and give the same treatment to urban and rural household registration and other specific measures.
