群體性事件阻斷機制研究

【摘要】：改革的不斷深化導(dǎo)致社會格局巨大變動，利益沖突不斷加劇，轉(zhuǎn)型期的中國群體性事件頻發(fā)，呈現(xiàn)出多種形式，造成的社會影響也日漸增大，影響了和諧社會的建設(shè)，是一個亟待解決的難題。如果政府不建立行之有效的應(yīng)對機制，勢必會影響社會的穩(wěn)定，，制約和諧社會的構(gòu)建。正確認(rèn)識我國當(dāng)前群體性事件的特征、產(chǎn)生原因，從而提出構(gòu)建全方位的阻斷機制，目的是要對群體性事件的預(yù)防和處置形成全方位穩(wěn)定有效的機制，為群體性事件的防控提供保障。 本文多角度分析現(xiàn)階段我國群體性事件阻斷機制存在的問題，以黨的領(lǐng)導(dǎo)人對“正確處理人民內(nèi)部矛盾”的科學(xué)理論為根基，在此基礎(chǔ)上，分別從短時間和長時間、微觀和宏觀的角度來進行制度性的建設(shè)，構(gòu)建預(yù)測預(yù)警機制、對話協(xié)商機制、決策處置機制、社會利益整合機制、政府公共調(diào)節(jié)機制、個體利益保障機制這六大機制，以期對這一問題的理論構(gòu)建有所裨益。 全文正文分為四個部分： 第一部分是對群體性事件阻斷機制的概述，分別對群體性事件和阻斷機制進行界定。厘清相關(guān)概念，為研究提供必要的分析框架和基調(diào)。 第二部分是通過黨的領(lǐng)導(dǎo)人對正確處理人民內(nèi)部矛盾的思路和科學(xué)方法的總結(jié)作為群體性事件阻斷機制的理論前提，幫助我們正確認(rèn)識群體性事件的性質(zhì)特征，為我們科學(xué)有效的總結(jié)群體性事件阻斷機制提供理論基礎(chǔ)。 第三部分是多視角分析現(xiàn)階段我國群體性事件阻斷機制存在的問題。力圖全面地發(fā)現(xiàn)問題，從而有針對性地構(gòu)建群體性事件的阻斷機制。 第四部分是群體性事件阻斷機制構(gòu)建。針對當(dāng)前我國群體性事件阻斷機制存在的問題,構(gòu)建其預(yù)防預(yù)控、預(yù)測預(yù)警、應(yīng)急處置機制，從微觀和宏觀的角度,總結(jié)緩解社會沖突的全方位機制。
[Abstract]:The deepening of the reform leads to great changes in the social structure, increasing conflicts of interest, frequent mass incidents in China during the transition period, which presents various forms, resulting in an increasing social impact, which affects the construction of a harmonious society. It is an urgent problem. If the government does not establish an effective response mechanism, it will inevitably affect social stability and restrict the construction of a harmonious society. To correctly understand the characteristics and causes of current mass events in our country, and thus put forward a comprehensive blocking mechanism, the purpose of which is to form a comprehensive, stable and effective mechanism for the prevention and treatment of mass incidents. To provide protection for the prevention and control of mass incidents. This paper analyzes the problems existing in the blocking mechanism of mass incidents in China at this stage, based on the Party leaders' scientific theory of "correctly handling contradictions among the people," on the basis of which, from a short time and a long time, From the micro and macro perspectives, we should build up six mechanisms, namely, prediction and early warning mechanism, dialogue and consultation mechanism, decision-making and disposal mechanism, social interest integration mechanism, government public regulation mechanism, and individual interest protection mechanism. The purpose is to benefit the theoretical construction of this problem. The text is divided into four parts: the first part is an overview of the blocking mechanism of group events, defining group events and blocking mechanisms respectively. Clarify relevant concepts and provide the necessary analytical framework and tone for the study. The second part is to help us correctly understand the nature of mass incidents by summing up the ideas and scientific methods of correctly handling contradictions among the people by the leaders of the Party as the theoretical premise of the blocking mechanism of mass incidents. It provides a theoretical basis for us to summarize the blocking mechanism of mass events scientifically and effectively. The third part is to analyze the problems existing in the blocking mechanism of mass incidents in China. This paper tries to find out the problem comprehensively and construct the blocking mechanism of group events. The fourth part is the construction of blocking mechanism of group events. In view of the problems existing in the blocking mechanism of mass events in our country, the mechanism of prevention and control, prediction and early warning, and emergency disposal is constructed, and the omnidirectional mechanism of alleviating social conflict is summarized from the micro and macro angles.
