基于項(xiàng)目生命周期理論的溫州公安IT項(xiàng)目管理研究

【摘要】:應(yīng)該說(shuō),公安機(jī)關(guān)對(duì)科技項(xiàng)目管理已經(jīng)有所認(rèn)識(shí)并正在進(jìn)行實(shí)踐。溫州市公安局于2003年成立了科技管理部門,主要負(fù)責(zé)全局科技項(xiàng)目的立項(xiàng)、實(shí)施、跟蹤監(jiān)督、驗(yàn)收、檔案管理,出臺(tái)了科技項(xiàng)目管理辦法,初步制定了科技強(qiáng)警發(fā)展規(guī)劃、建立了項(xiàng)目專家論證和驗(yàn)收制度。但在科技項(xiàng)目管理工作中經(jīng)常會(huì)遇到一些問(wèn)題而無(wú)法解決,產(chǎn)生一些困惑而無(wú)法用理論來(lái)解釋。雖然目前公安的信息化建設(shè)一浪高過(guò)一浪,投入的經(jīng)費(fèi)也在逐年增加,但建設(shè)過(guò)程存在諸多突出的問(wèn)題,使得很多項(xiàng)目實(shí)施質(zhì)量達(dá)不到預(yù)期的要求,很多項(xiàng)目的實(shí)施不能按期完成,很多項(xiàng)目的實(shí)施費(fèi)用超出預(yù)算等。這些問(wèn)題如找不到解決之道,,公安機(jī)關(guān)的信息化建設(shè)將無(wú)法健康發(fā)展。 本文以現(xiàn)代項(xiàng)目管理之項(xiàng)目生命周期理論為基礎(chǔ),簡(jiǎn)單介紹了項(xiàng)目管理理論的幾個(gè)重要概念和項(xiàng)目生命周期的5個(gè)階段,并結(jié)合筆者在公安科技管理工作實(shí)踐,借鑒上海、南京等公安在科技項(xiàng)目管理的成功經(jīng)驗(yàn),根據(jù)公安IT項(xiàng)目的特點(diǎn),就如何更好的開(kāi)展公安科技項(xiàng)目管理提出自己的一些認(rèn)識(shí),以期對(duì)公安IT項(xiàng)目能保質(zhì)保量的順利建設(shè)與實(shí)施起到一定的促進(jìn)作用。首先,筆者認(rèn)為增強(qiáng)科技項(xiàng)目建設(shè)的規(guī)劃性、計(jì)劃性,堅(jiān)持“規(guī)劃先導(dǎo)”,是做好科技項(xiàng)目管理工作的必要條件。其次,創(chuàng)新項(xiàng)目管理方法,建立完整的科技管理組織機(jī)構(gòu)、完善各項(xiàng)工作機(jī)制是科技項(xiàng)目建設(shè)的基礎(chǔ)和保障;領(lǐng)導(dǎo)的科技意識(shí)、科技人才資源和全警的科技素質(zhì)是科技項(xiàng)目建設(shè)的決定性因素;搭建網(wǎng)上管理平臺(tái)是實(shí)現(xiàn)科技項(xiàng)目管理工作信息化、規(guī)范化的前提與保證。再次,建立完善公安科技項(xiàng)目管理辦法,引入IT項(xiàng)目跟蹤與監(jiān)理機(jī)制,建立項(xiàng)目風(fēng)險(xiǎn)評(píng)估制度,并加強(qiáng)對(duì)項(xiàng)目溝通管理和推廣應(yīng)用的力度,強(qiáng)化項(xiàng)目的驗(yàn)收與效益評(píng)估,確保IT項(xiàng)目建設(shè)與實(shí)施工作能夠在既定的范圍、成本和時(shí)間內(nèi)完成。筆者又以溫州市局牽頭建設(shè)的“派出所綜合信息系統(tǒng)”為例,將上述觀點(diǎn)以實(shí)例的形式進(jìn)行說(shuō)明,進(jìn)一步論證筆者觀點(diǎn)的可行性和可操作性。 最后,在結(jié)論部分提出了本論文存在的局限和有待進(jìn)一步研究的問(wèn)題。
[Abstract]:It should be said that the public security organs to science and technology project management has been known and is in practice. The Wenzhou Public Security Bureau set up a science and technology management department in 2003, which is mainly responsible for the establishment, implementation, tracking, supervision, acceptance and file management of overall scientific and technological projects, and has issued measures for the management of scientific and technological projects, and has preliminarily drawn up a plan for the development of strong science and technology police. The system of project expert argumentation and acceptance was established. However, in the work of science and technology project management, there are often some problems that can not be solved, and some puzzles can not be explained by theory. Although the information construction of public security is rising and the investment is increasing year by year, there are many outstanding problems in the construction process, which make the implementation quality of many projects fail to meet the expected requirements. Many projects can not be completed on schedule, and many projects cost more than budgeted. If these problems can not be solved, the information construction of public security organs will not develop healthily. Based on the project life cycle theory of modern project management, this paper briefly introduces several important concepts of project management theory and five stages of project life cycle. Based on the successful experience of scientific and technological project management in Nanjing and other public security departments, and according to the characteristics of the public security IT project, the author puts forward his own understanding on how to better carry out the management of public security science and technology project. The aim is to promote the construction and implementation of IT project. First of all, the author thinks that strengthening the planning and planning of science and technology project construction and insisting on "planning forerunner" are the necessary conditions to do well the science and technology project management work. Secondly, it is the foundation and guarantee of the construction of science and technology project to innovate the project management method, establish the complete organization of science and technology management, perfect all kinds of work mechanism, and lead the scientific and technological consciousness, The scientific and technological talent resources and the scientific and technological quality of the whole police are the decisive factors in the construction of scientific and technological projects, and the establishment of an online management platform is the prerequisite and guarantee for realizing the informationization and standardization of the scientific and technological project management. Thirdly, establish and perfect the management method of public security science and technology project, introduce IT project tracking and supervision mechanism, establish project risk assessment system, and strengthen the project communication management and promotion and application, strengthen the acceptance and benefit evaluation of the project. Ensure IT project construction and implementation are completed within established scope, cost and time. Taking the "Police Station Comprehensive Information system" as an example, the author further demonstrates the feasibility and maneuverability of the author's viewpoint by way of an example. Finally, in the conclusion part, the limitations of this paper and the problems to be further studied are put forward.
