【摘要】： 作為一個(gè)國際化大都市,上海贏得了眾多流動(dòng)人口的垂青。當(dāng)前中國正處于城市化快速發(fā)展階段,此時(shí)回顧上海市流動(dòng)人口政策的演變歷史,并對(duì)其進(jìn)行科學(xué)的分析,具有重要的理論和實(shí)踐意義。 本文一共分為五個(gè)章節(jié)。第一章為緒論部分,主要闡述三個(gè)問題,首先對(duì)研究背景、目的和方法進(jìn)行介紹;接著對(duì)流動(dòng)人口政策相關(guān)的國內(nèi)外文獻(xiàn)進(jìn)行梳理;最后對(duì)本文基于研究的理論基礎(chǔ)進(jìn)行闡述。這一章為政策研究提供理論依據(jù)和背景依據(jù)。第二章主要闡述流動(dòng)人口政策的相關(guān)狀況及其作用。首先對(duì)流動(dòng)人口政策概念進(jìn)行界定。接著對(duì)流動(dòng)人口政策的外部環(huán)境和內(nèi)部要素進(jìn)行分析,其中外部環(huán)境主要包括與上海市流動(dòng)人口政策關(guān)聯(lián)性較強(qiáng)的國家流動(dòng)人口政策、上海市人口政策以及上海市流動(dòng)人口概況;內(nèi)部要素主要包括流動(dòng)人口政策主體和流動(dòng)人口政策客體。第二章最后對(duì)流動(dòng)人口政策的目標(biāo)和基本功能進(jìn)行探討,為下一章上海市流動(dòng)人口政策的分析提供概念依據(jù)和現(xiàn)實(shí)依據(jù)。第三章主要分析上海市流動(dòng)人口政策的演變歷程并作簡單分析評(píng)價(jià)。首先以改革開放為界將上海市流動(dòng)人口政策的演變過程劃分為兩個(gè)階段,對(duì)這兩個(gè)階段的政策演變分別進(jìn)行歷史回溯分析;然后對(duì)上海市主要的流動(dòng)人口政策思想進(jìn)行功能性和可行性分析。第四章則具體介紹了上海市主要流動(dòng)人口政策的內(nèi)容,并在此基礎(chǔ)上對(duì)上海市流動(dòng)人口政策進(jìn)行綜合分析和探討�？梢灾v,第三章和第四章構(gòu)成了文章的主體部分,主要完成對(duì)流動(dòng)人口政策的分析和評(píng)價(jià)研究。第五章則主要討論新形勢下上海市流動(dòng)人口政策的選擇和趨勢,形成對(duì)未來政策趨向的思考。
[Abstract]:As an international metropolis, Shanghai has won the favor of a large number of floating population. At present, China is in the stage of rapid development of urbanization. It is of great theoretical and practical significance to review the evolution history of floating population policy in Shanghai and analyze it scientifically. This paper is divided into five chapters. The first chapter is the introduction part, mainly elaborates three questions, first, introduces the research background, the purpose and the method; then carries on the comb to the floating population policy related domestic and foreign literature; finally carries on the elaboration to this article based on the research theory foundation. This chapter provides theoretical basis and background basis for policy research. The second chapter mainly elaborates the floating population policy related situation and the function. Firstly, the concept of floating population policy is defined. Then it analyzes the external environment and internal factors of the floating population policy, in which the external environment mainly includes the national floating population policy which has strong relevance to the floating population policy in Shanghai. Shanghai population policy and floating population in Shanghai, the internal elements mainly include floating population policy subject and floating population policy object. The second chapter discusses the objectives and basic functions of the floating population policy, and provides the conceptual basis and practical basis for the analysis of the floating population policy in Shanghai in the next chapter. The third chapter mainly analyzes the evolution of Shanghai floating population policy and makes a simple analysis and evaluation. Firstly, the evolution process of the floating population policy in Shanghai is divided into two stages with the reform and opening up as the boundary, and the historical retrospect analysis of the policy evolution in these two stages is carried out respectively. Then, the function and feasibility of the main floating population policy in Shanghai are analyzed. Chapter four introduces the contents of the main floating population policies in Shanghai and makes a comprehensive analysis and discussion on the floating population policies in Shanghai. It can be said that the third and fourth chapters constitute the main part of the article, mainly completed the analysis and evaluation of floating population policy. The fifth chapter mainly discusses the choice and trend of Shanghai floating population policy under the new situation, and forms the thinking on the future policy trend.
