普通公安院校辦學特色初探

【摘要】: 全國第十八次公安工作會議把發(fā)展公安特色教育作為公安教育的戰(zhàn)略任務提出,可見,加強公安院校特色建設,對提高公安院校教育效果,進一步辦好公安院校具有十分重要的意義。 近幾年,公安院校在承擔大量在職民警培訓任務的同時,每年還為公安機關輸送一萬多名學歷教育畢業(yè)生,已經成為公安民警的主要來源之一。而公安院校作為培養(yǎng)訓練公安民警的重要基地,其行業(yè)特點決定了在辦學過程中既要遵循教學基本規(guī)律,又要體現出有別于其他普通高等院校的辦學特色,這不僅是改革開放和社會主義市場經濟要求教育提供復合應用型人才的結果,,也是公安院校生存和發(fā)展的需要,以及辦學規(guī)律的體現。 由于公安高等教育起步晚,又沒有太多現成的經驗可以借鑒,只能是“摸著石頭過河——邊走邊象”。盡管作為一名教師,在公安院校中學習和工作的時間不太長,但筆者認為要研究公安院校的辦學特色,首先應從研究高等院校辦學特色入手,在分析國內外公安院校成功的辦學模式(職業(yè)型辦學模式和學歷辦學模式)及特色的同時,對比公安院校辦學歷史中呈現出來的“政治性”、“保護性”、“分化+發(fā)展”的特色,認清當前公安院校在學科建設、人才培養(yǎng)模式、師資隊伍建設、教學內容與課程改革等方面的現狀及存在的突出問題,以期通過構建新型的公安學科體系、復合應用型人才培養(yǎng)模式、“雙師型”教師隊伍以及相關教學改革等方面來不斷研究和探索,使公安教育能適應今后公安工作發(fā)展的需要,確保公安院校在服務公安工作和隊伍建設上有新作為、新突破、新貢獻。
[Abstract]:The 18th National Conference on Public Security work put forward the development of public security characteristic education as a strategic task of public security education. It can be seen that strengthening the construction of the characteristics of public security colleges and universities will improve the effectiveness of public security colleges and universities' education. It is of great significance to further run public security colleges and universities. In recent years, public security colleges and universities, while taking on a large number of in-service police training tasks, each year to transport more than 10,000 graduates of education for public security organs, has become one of the main sources of public security police. As an important base for training police, public security colleges and universities should not only follow the basic rules of teaching in the process of running a school, but also reflect the characteristics of running a school different from other ordinary institutions of higher learning. This is not only the result of the reform and opening up and the socialist market economy, but also the need of the existence and development of the public security colleges and universities, and the embodiment of the law of running a school. Due to the late start of public security higher education, there are not too many ready-made experiences to learn from it. Although it is not too long for a teacher to study and work in public security colleges and universities, the author thinks that in order to study the characteristics of running public security colleges and universities, we should start with the characteristics of running schools in colleges and universities. On the basis of analyzing the successful running mode of public security colleges at home and abroad (vocational mode and academic model) and its characteristics, this paper compares the political and protective features of the public security colleges and universities in the history of running public security colleges and universities. The characteristics of "differentiation and development", recognizing the present situation and outstanding problems in discipline construction, talent training model, teaching staff construction, teaching content and curriculum reform in public security colleges and universities, etc. In order to make the public security education adapt to the needs of the development of public security work in the future, it is hoped that through the construction of a new police discipline system, the compound applied personnel training mode, the "double qualified" teachers and the related teaching reform, etc., the public security education can be continuously studied and explored. Make sure that public security colleges and universities have new achievements, new breakthroughs and new contributions in serving public security work and team building.
