【摘要】： 深圳是改革開放的窗口和前沿陣地,也是全國(guó)人流量最大的口岸城市和典型的移民城市。隨著改革開放的不斷深入和經(jīng)濟(jì)社會(huì)的迅速發(fā)展,深圳社會(huì)治安綜合治理工作面臨新的挑戰(zhàn):社會(huì)矛盾凸顯,刑事案件高發(fā),對(duì)敵斗爭(zhēng)復(fù)雜,人口結(jié)構(gòu)失衡,出租屋和“城中村”、“同鄉(xiāng)村”治安問(wèn)題突出,“社會(huì)人”、“自由人”等新群體以及新興傳媒、虛擬世界等新產(chǎn)業(yè)、新事物不斷涌現(xiàn),而基層基礎(chǔ)建設(shè)和社會(huì)管理相對(duì)滯后,社會(huì)治安控防體系不完善。面對(duì)新時(shí)期社會(huì)治安綜合治理的新情況新問(wèn)題,加強(qiáng)深圳社會(huì)治安綜合治理問(wèn)題研究十分必要。 本文圍繞深圳市社會(huì)治安綜合治理這一問(wèn)題,采用理論與實(shí)踐相結(jié)合,定量分析與定性分析相結(jié)合的方法,對(duì)深圳社會(huì)治安綜合治理工作進(jìn)行深入的研究。本文首先對(duì)社會(huì)治安綜合治理的基本理論進(jìn)行了介紹,其次總結(jié)了深圳市社會(huì)治安綜合治理工作的特點(diǎn),解讀了深圳社會(huì)治安綜合治理面臨的形勢(shì),從國(guó)際國(guó)內(nèi)大環(huán)境和深圳特殊的小環(huán)境兩方面分析了影響深圳社會(huì)治安綜合治理的因素,并對(duì)深圳近年來(lái)多發(fā)性案件進(jìn)行定量和定性分析,從中找出多發(fā)性案件與外來(lái)人口的密切關(guān)系以及不同類型案件的對(duì)策,從宏觀和微觀兩方面提出加強(qiáng)深圳社會(huì)治安綜合治理的對(duì)策。 本文研究成果是:創(chuàng)新了社會(huì)治安綜合治理問(wèn)題研究的方法,提出解決社會(huì)治安問(wèn)題的治本之策,建立了科學(xué)評(píng)估社會(huì)治安體系、社會(huì)穩(wěn)定風(fēng)險(xiǎn)評(píng)估體系、現(xiàn)代治安防控體系以及一套加強(qiáng)社會(huì)治安綜合治理的長(zhǎng)效工作機(jī)制。
[Abstract]:Shenzhen is the window and front position of reform and opening up. It is also the port city with the largest flow of people and the typical immigration city. With the deepening of reform and opening up and the rapid development of economy and society, the comprehensive management of social security in Shenzhen is facing new challenges: social contradictions are prominent, criminal cases are high, the struggle against the enemy is complex, and the population structure is out of balance. New groups such as "social people" and "free people", as well as new industries such as new media, virtual world, etc., are constantly emerging. The basic infrastructure and social management lag behind, social security control and prevention system is not perfect. In the face of the new situation and problems of comprehensive management of social security in the new period, it is necessary to strengthen the research on the comprehensive management of social security in Shenzhen. This paper focuses on the problem of comprehensive management of social security in Shenzhen City. By combining theory with practice, quantitative analysis and qualitative analysis, the comprehensive management of social security in Shenzhen is studied in depth. This paper first introduces the basic theory of comprehensive management of social security, then summarizes the characteristics of comprehensive management of social security in Shenzhen, and interprets the situation of comprehensive management of social security in Shenzhen. This paper analyzes the factors that affect the comprehensive management of social security in Shenzhen from the two aspects of the international and domestic environment and the special and small environment of Shenzhen, and makes a quantitative and qualitative analysis of the multiple cases in Shenzhen in recent years. This paper finds out the close relationship between the multiple cases and the foreign population and the countermeasures of different types of cases, and puts forward the countermeasures to strengthen the comprehensive management of social security in Shenzhen from the macro and micro aspects. The research results of this paper are as follows: innovating the research method of comprehensive management of social security, putting forward the solution to the problem of social security, establishing the system of scientific evaluation of social security, the risk assessment system of social stability, The modern public security prevention and control system and a set of long-term effective working mechanism to strengthen the comprehensive management of public order.
