【摘要】： 對戶證管理業(yè)務流程再造進行研究是一項具有實際意義的工作。本論文 運用所學管理科學與工程專業(yè)的知識，特別是管理科學與系統(tǒng)科學的思想、 原理與方法，結合大連市的實際情況，對戶證管理業(yè)務流程再造進行了深入 研究。戶證管理工作涉及到社會千家萬戶，社會的發(fā)展、人們生活的高節(jié)奏，， 使現(xiàn)有的戶證管理工作逐步暴露出一些問題，改革戶證管理工作勢在必行。 本論文研究戶證管理業(yè)務流程再造，從理論與實際工作相結合的角度出發(fā)， 對大連市的實際情況進行了分析和設計，并提出了一套相應的實施方案。 本論文共分五章，其內容結構是： 第一章是導言部分。這一部分明確了一些基本概念，介紹了戶證管理工 作的一些基本情況；介紹了國內外戶證管理現(xiàn)狀；對大連市戶證管理工作進 行了概括性介紹；提出了戶證管理業(yè)務流程再造的預期效果。 第二章對戶證管理業(yè)務流程再造進行了分析。主要從指導思想、業(yè)務流 程再造的意義、業(yè)務流程現(xiàn)存的問題、業(yè)務流程再造具備的條件等方面進行 了分析與探討。 第三章對戶證管理業(yè)務流程再造進行了設計。首先明確了設計的基本思 路。其次對戶證管理業(yè)務流程再造進行了總體框架的設計，給出了設計框圖。 接著具體設計了新的業(yè)務流程和計算機網(wǎng)絡在新的“辦證中心”的具體應用。 第四章探討了戶證管理業(yè)務流程再造工作體系。業(yè)務流程再造工作本身 形成了一個工作體系，本章對此從組織機構、思想觀念、工作方法、體系環(huán) 境等方面進行了論述。 第五章提出了一套具體的大連市戶證管理業(yè)務流程再造實施方案。首先 提出了總體思路。其次，明確了工作職責和任務，以使新的工作模式能夠有 章可循。同時對“辦證中心”的工作程序，實施方案具體作了規(guī)定，對于辦 證中心的業(yè)務銜接也做了明確的規(guī)范，并對信息系統(tǒng)建設做了詳細的說明。 還對辦證中心的職責和規(guī)范，以及工作人員的考核標準也做了詳細的規(guī)定。
[Abstract]:It is a practical work to study the business process reengineering of household card management. Using the knowledge of management science and engineering, especially the ideas of management science and systems science, Principle and method, combined with the actual situation of Dalian City, the business process reengineering of household card management has been carried out in depth. Research. The management of household certificates involves the development of society, the development of society and the high rhythm of people's life. It is imperative to reform the management of household certificates because some problems are gradually exposed in the existing management of household certificates. This paper studies the business process reengineering of household card management, from the angle of combining theory with practice, The actual situation of Dalian is analyzed and designed, and a set of corresponding implementation scheme is put forward. This thesis is divided into five chapters, and its content structure is as follows:. The first chapter is the introduction part. The second chapter analyzes the business process reengineering of account card management. The significance of process reengineering, the existing problems of business process, the conditions of business process reengineering and so on. Analysis and discussion are made. The third chapter designs the business process reengineering of the account card management. Firstly, it clarifies the basic thinking of the design. Secondly, the overall frame of the business process reengineering is designed, and the design block diagram is given. Then the new business process and the application of computer network in the new certification center are designed. Chapter four discusses the work system of business process reengineering of household certificate management. Business process Reengineering itself. It forms a working system, and this chapter is about the organization, the idea, the working method, the system. Environment and other aspects are discussed. The fifth chapter puts forward a set of concrete implementation plan of business process reengineering of Dalian household card management. The general idea is put forward. Secondly, the responsibilities and tasks of the work are clarified so that the new work model can have. At the same time, the working procedure and implementation plan of the "certificate center" are specified. The business connection of the card center also makes the clear specification, and has made the detailed explanation to the information system construction. The responsibilities and norms of the certification center, as well as staff assessment standards have also made detailed provisions.
