【摘要】： 公安機(jī)關(guān)肩負(fù)著鞏固共產(chǎn)黨執(zhí)政地位、維護(hù)國家長治久安、保障人民群眾安居樂業(yè)的重大歷史使命。公安事業(yè)的建設(shè)和發(fā)展離不開廣大人民群眾的支持。公安機(jī)關(guān)的性質(zhì)和任務(wù)決定著公安機(jī)關(guān)必須與人民群眾建立魚水情的關(guān)系。在新時(shí)期,進(jìn)一步密切警民關(guān)系,是貫徹落實(shí)執(zhí)法為民重要思想,實(shí)踐全心全意為人民服務(wù)宗旨的現(xiàn)實(shí)要求,是完成公安工作任務(wù)和目標(biāo),促進(jìn)公安工作可持續(xù)發(fā)展的客觀需要。 本文首先概述了警民關(guān)系的概念、和諧警民關(guān)系在和諧社會(huì)中的定位、和諧警民關(guān)系的標(biāo)準(zhǔn)及意義,分析了我國公安機(jī)關(guān)在正確處理警民關(guān)系中取得的成績及存在的不足,影響警民關(guān)系和諧的主要原因,然后重點(diǎn)論述了加強(qiáng)警民關(guān)系建設(shè)的途徑,包括提高公安機(jī)關(guān)及人民警察的整體素質(zhì),嚴(yán)歷打擊各類違法犯罪活動(dòng),堅(jiān)持治安管理主體多元化治理,加強(qiáng)對青少年犯罪和群體性事件的預(yù)防工作,進(jìn)一步加強(qiáng)互動(dòng)溝通與雙向交流,以期達(dá)到塑造警察隊(duì)伍良好形象,爭取公眾對警察機(jī)關(guān)的理解和支持,達(dá)到優(yōu)化警察執(zhí)法環(huán)境,促進(jìn)警察機(jī)關(guān)職能的發(fā)揮,調(diào)動(dòng)社會(huì)力量維護(hù)社會(huì)治安,提高人民群眾的安全感和滿意度,從而構(gòu)建和諧的警民關(guān)系。
[Abstract]:The public security organs shoulder the responsibility of consolidating the ruling position of the Communist Party and maintaining the long-term stability of the country. The construction and development of public security can not be separated from the support of the broad masses. The nature and task of public security organs determine that public security organs must establish fish and water conditions with the masses. In the new era, Further closer relationship between the police and the people is the realistic requirement of carrying out the important thought of law enforcement and serving the people wholeheartedly and serving the people wholeheartedly. It is also an objective need for accomplishing the tasks and objectives of public security work and promoting the sustainable development of public security work. This paper first summarizes the concept of the relationship between the police and the public, the orientation of the harmonious relationship between the police and the public in a harmonious society, the standard and significance of the harmonious relationship between the police and the people, and analyzes the achievements and shortcomings of the public security organs in correctly handling the relationship between the police and the people. The main reasons that affect the harmonious relationship between the police and the people are discussed, and the ways to strengthen the construction of the relationship between the police and the people are discussed, including improving the overall quality of the public security organs and the people's police, severely cracking down on all kinds of illegal and criminal activities. We should adhere to the pluralistic governance of the main body of public security management, strengthen the prevention of juvenile delinquency and mass incidents, further strengthen interactive communication and two-way communication, in order to shape a good image of the police force. To strive for the public's understanding and support of the police organs, to optimize the police law enforcement environment, to promote the functions of the police organs, to mobilize social forces to maintain public order, and to enhance the people's sense of security and satisfaction. So as to build a harmonious relationship between the police and the people.
