【摘要】：隨著信息技術(shù)的爆炸式發(fā)展,構(gòu)筑在網(wǎng)絡(luò)通信技術(shù)基礎(chǔ)上的虛擬團隊應(yīng)運而生并蓬勃發(fā)展,給社會、經(jīng)濟、生產(chǎn)和科研都帶來了極大的變化和促進。目前虛擬團隊在大型企業(yè)、社會組織中已經(jīng)十分普及,發(fā)揮的作用也越來越明顯。雖然公安機關(guān)在網(wǎng)絡(luò)基礎(chǔ)、業(yè)務(wù)系統(tǒng)和人員培訓(xùn)等信息化建設(shè)上已經(jīng)做得很好,但是虛擬團隊在公安機關(guān)中的應(yīng)用還是一個空白。 公安機關(guān)在所涉及的公共領(lǐng)域中,正面臨著日益復(fù)雜的工作環(huán)境和繁重的工作任務(wù),但是公安機關(guān)在某些方面本身并不具備從根本上解決這些問題的能力,等到問題嚴重時才被動出手,只能是忙于救火、疲于應(yīng)付。為了將問題解決在基層和萌芽階段,公安機關(guān)必須主動靠前,積極作為,自覺參與綜合治理,推動完善前端管理。 本文嘗試分析公安機關(guān)建設(shè)虛擬團隊中可能遇到的困難并提出相應(yīng)的對策;論證在公安機關(guān)中構(gòu)建虛擬團隊的可行性和必要性.通過在公安機關(guān)內(nèi)部、公安機關(guān)與其他相關(guān)社會管理部門之間建立虛擬團隊,積極發(fā)揮公安機關(guān)主力軍作用,共同加強與有關(guān)職能部門的會商協(xié)調(diào)與攜手配合,部門聯(lián)動、有效銜接,使公安部門能將精力放到問題惡化前的預(yù)防機制建設(shè)和難點形成前的源頭治理上。 本文在最后將特別結(jié)合上海市公安局目前正實施的社區(qū)警務(wù)改革工作,具體說明虛擬團隊在社區(qū)警務(wù)管理工作中如何在建立健全警民溝通平臺、建立健全責任區(qū)警種聯(lián)動合作和建立健全警社合作等方面中發(fā)揮自身獨特的作用,并提出合理的虛擬團隊建設(shè)方案。
[Abstract]:With the explosive development of information technology, the virtual team built on the basis of network communication technology emerged as the times require and flourished, to the society, the economy. Production and scientific research have brought great changes and promotion. At present, virtual teams in large enterprises, social organizations have been very popular, play a more and more obvious role, although the public security organs in the network foundation. Information construction such as business system and personnel training has been done well, but the application of virtual team in public security organs is still a blank. The public security organs are faced with increasingly complex working environment and heavy tasks in the public domain involved, but the public security organs themselves do not have the ability to solve these problems fundamentally in some aspects. In order to solve the problem at the grass-roots level and in the embryonic stage, the public security organs must take the initiative to move forward, act actively, and consciously participate in comprehensive management. Promote the improvement of front-end management. This paper attempts to analyze the difficulties that may be encountered in the construction of a virtual team of public security organs and puts forward corresponding countermeasures. To demonstrate the feasibility and necessity of building virtual teams in public security organs. Through the establishment of virtual teams between public security organs and other relevant social management departments. We should actively play the role of the main force of the public security organs, jointly strengthen consultation and coordination with relevant functional departments, and work hand in hand with each other to link up with each other effectively. So that the public security department can focus on the prevention mechanism before the problem gets worse and the source control before the difficulty is formed. In the end, this paper will especially combine the community policing reform that Shanghai Public Security Bureau is carrying out at present, and explain how the virtual team in the community policing management work in the establishment of a sound communication platform between the police and the public. In the aspects of establishing and perfecting the cooperation of police and social cooperation in the area of responsibility, the author puts forward a reasonable virtual team construction scheme and plays a unique role in such aspects as establishing and perfecting the cooperation of police and social services.
