【摘要】：氣候問題不只是一個技術(shù)和政治問題,還是一個倫理問題。氣候政治博弈之所以遲遲沒有結(jié)果,就是因為國際社會缺乏一定的倫理共識。倫理共識的達成應(yīng)該優(yōu)先于解決氣候問題的政治技術(shù)方案的形成,因為任何技術(shù)、政治謀劃的合法性都將接受倫理道義的考量,這也凸顯了倫理共識在氣候政治博弈中的價值性。不僅如此,國際關(guān)系的向善之道、人類共同利益的定在、普世倫理的興起也為倫理共識的達成提供了現(xiàn)實依據(jù)、利益基礎(chǔ)和理論依據(jù)。氣候談判中達成的倫理共識應(yīng)該為:"平等而又差別"的正義原則、"區(qū)別而又共同"的責(zé)任原則、合作優(yōu)先于沖突原則以及生存權(quán)與發(fā)展權(quán)統(tǒng)一原則。
[Abstract]:Climate is not just a technical and political issue, but also an ethical one. The reason why the climate political game has been delayed is that the international community lacks a certain ethical consensus. An ethical consensus should take precedence over the formation of a political and technological solution to the climate problem, since the legitimacy of any technical and political plan would be taken into account by ethical and moral considerations. This also highlights the value of ethical consensus in climate politics. Not only that, the way of international relations to the good, the common interests of mankind are determined, the rise of universal ethics also provides a realistic basis, interest basis and theoretical basis for the achievement of ethical consensus. The ethical consensus reached in climate negotiations should be the principle of justice of "equality and difference", the principle of responsibility of "difference and common", the principle of cooperation taking precedence over the principle of conflict and the principle of unity of right of existence and development.
