【摘要】：廉政問(wèn)責(zé)制的科學(xué)建構(gòu)和實(shí)施是落實(shí)廉政建設(shè)"兩個(gè)責(zé)任"的重要保障,也是黨的十八大以來(lái)中央在推進(jìn)反腐敗斗爭(zhēng)中極為重視和強(qiáng)調(diào)的一個(gè)重要方面。廉政問(wèn)責(zé)制能否發(fā)揮持續(xù)性的規(guī)范作用,關(guān)鍵是要對(duì)其運(yùn)作程序和制度模型作出頂層設(shè)計(jì)�；趯�(duì)廉政問(wèn)責(zé)過(guò)程的規(guī)范性分析,其制度模型應(yīng)包括事前明責(zé)和事后追責(zé)兩個(gè)過(guò)程,其中主導(dǎo)性問(wèn)責(zé)主體和參與性問(wèn)責(zé)主體協(xié)同參與,共同推進(jìn)廉政問(wèn)責(zé)過(guò)程走向科學(xué)化和規(guī)范化。
[Abstract]:The scientific construction and implementation of the anti-corruption accountability system is an important guarantee for the implementation of the "two responsibilities" of the clean and honest government. It is also an important aspect that the central government has attached great importance to and emphasized in the fight against corruption since the 18th congress of the party. Whether the integrity accountability can play a continuing normative role, the key is to make the top-level design of its operating procedures and system models. Based on the normative analysis of the process of anti-corruption and accountability, the system model should include two processes of ex-ante and post-post, among which, the leading accountability main body and the participatory accountability subject cooperate to advance the integrity and accountability process to a scientific and standardized way.
