包頭稀土高新區(qū)黨政機(jī)關(guān)年輕干部培養(yǎng)問(wèn)題及對(duì)策研究

【摘要】:中國(guó)共產(chǎn)黨歷來(lái)高度重視年輕干部培養(yǎng)工作,尤其是黨的十一屆三中全會(huì)以后,起用了大批優(yōu)秀年輕干部,為堅(jiān)定不移貫徹執(zhí)行黨的路線方針政策和順利推進(jìn)中國(guó)特色社會(huì)主義事業(yè)做出了重大貢獻(xiàn)。在現(xiàn)今改革開(kāi)放、發(fā)展市場(chǎng)經(jīng)濟(jì)和長(zhǎng)期執(zhí)政的歷史條件下,培養(yǎng)年輕干部是應(yīng)對(duì)日益激烈的國(guó)際競(jìng)爭(zhēng),推動(dòng)科學(xué)發(fā)展,促進(jìn)社會(huì)和諧的必然要求,是加強(qiáng)黨的建設(shè),確保黨的事業(yè)后繼有人、興旺發(fā)達(dá)的一項(xiàng)戰(zhàn)略任務(wù),是加強(qiáng)領(lǐng)導(dǎo)班子和干部隊(duì)伍建設(shè)的現(xiàn)實(shí)需要,也是一個(gè)地區(qū)加快經(jīng)濟(jì)發(fā)展,實(shí)現(xiàn)富民奔小康的重要保障。包頭稀土高新區(qū)是內(nèi)蒙古自治區(qū)唯一的國(guó)家級(jí)高新區(qū),多年來(lái)為包頭市乃至內(nèi)蒙古地區(qū)高新技術(shù)產(chǎn)業(yè)的快速蓬勃發(fā)展做出了巨大貢獻(xiàn)。近年來(lái),為保持地區(qū)經(jīng)濟(jì)可持續(xù)發(fā)展,稀土高新區(qū)在包頭市委的指導(dǎo)下,對(duì)原有機(jī)關(guān)、所屬事業(yè)機(jī)構(gòu)職能進(jìn)行了多次整合,一批四十歲以下的年輕干部逐步走上領(lǐng)導(dǎo)崗位發(fā)揮作用。這批年輕干部有知識(shí)、有熱情,有一番雄心壯志,但參加工作最長(zhǎng)時(shí)間也沒(méi)超過(guò)二十年,而近二十年是包頭稀土高新區(qū)快速發(fā)展的二十年,年輕干部成長(zhǎng)過(guò)程中幾乎沒(méi)遇到過(guò)比較復(fù)雜的社會(huì)環(huán)境和比較嚴(yán)峻的政治考驗(yàn)。年輕干部普遍缺少黨性實(shí)踐鍛煉、缺少艱苦環(huán)境的鍛煉,缺少處理復(fù)雜問(wèn)題的經(jīng)驗(yàn)。與此同時(shí),稀土高新區(qū)在年輕干部培養(yǎng)上也暴露出一些問(wèn)題,針對(duì)這些問(wèn)題提出有效地改進(jìn)對(duì)策刻不容緩。本文借助學(xué)習(xí)國(guó)內(nèi)外在該選題方面的研究,對(duì)黨政機(jī)關(guān)、年輕干部、干部培養(yǎng)等概念進(jìn)行了厘定,闡述了黨政機(jī)關(guān)年輕干部培養(yǎng)的目的、意義和相關(guān)理論,總結(jié)了包頭稀土高新區(qū)黨政機(jī)關(guān)年輕干部現(xiàn)狀、干部培養(yǎng)的主要做法和成效,列舉了包頭稀土高新區(qū)黨政機(jī)關(guān)年輕干部培養(yǎng)存在的培養(yǎng)行為短視化,培養(yǎng)內(nèi)容同質(zhì)化,培養(yǎng)過(guò)程形式化等問(wèn)題,剖析了問(wèn)題產(chǎn)生于培養(yǎng)理念、培養(yǎng)制度和培養(yǎng)對(duì)象自身三方面的原因。最后,針對(duì)性地提出了優(yōu)化稀土高新區(qū)年輕干部培養(yǎng)的一系列對(duì)策,包括著力創(chuàng)新年輕干部培養(yǎng)理念,建立完善年輕干部培養(yǎng)制度,構(gòu)建年輕干部一線培養(yǎng)模式,營(yíng)造年輕干部?jī)?yōu)良成長(zhǎng)環(huán)境等,以供包頭稀土高新區(qū)黨工委、管委會(huì)和相關(guān)部門(mén)培養(yǎng)年輕干部時(shí)參考,同時(shí)力求為國(guó)內(nèi)同類(lèi)地區(qū)提供經(jīng)驗(yàn)借鑒。
[Abstract]:The CPC has always attached great importance to the training of young cadres, especially since the third Plenary session of the 11th CPC Central Committee. It has made great contributions to unswervingly carrying out the Party's line, principles and policies and smoothly advancing the cause of socialism with Chinese characteristics. Under the historical conditions of today's reform and opening up, the development of a market economy and the long-term governance, training young cadres is an inevitable requirement for coping with the increasingly fierce international competition, promoting scientific development, and promoting social harmony. It is also a necessary requirement for strengthening party building. The strategic task of ensuring that the Party's cause is followed by someone and prosperous is a realistic need for strengthening the construction of leading bodies and cadres, and is also an important guarantee for a region to speed up economic development and realize a well-off life for the people. Baotou rare Earth Hi-Tech Zone is the only national high-tech zone in Inner Mongolia Autonomous region. It has made great contributions to the rapid development of high-tech industry in Baotou and Inner Mongolia for many years. In recent years, in order to maintain the sustainable development of the regional economy, under the guidance of the Baotou Municipal Party Committee, the Rare-Earth High-Tech Zone has carried out many times the integration of the functions of the original organs and institutions. A group of young cadres under 40 years of age gradually stepped into leadership positions to play a role. These young cadres have the knowledge, enthusiasm, and ambition, but the longest working time is not more than 20 years, and the last 20 years have been the two decades of rapid development of Baotou rare Earth Hi-tech Zone. Young cadres have hardly encountered more complicated social environment and severe political test in their growing up. Young cadres generally lack the practice of the Party, the lack of hard environment, lack of experience in dealing with complex problems. At the same time, some problems have been exposed in the training of young cadres in the rare earth high-tech zone, and it is urgent to put forward effective measures to improve these problems. Based on the study of this topic at home and abroad, this paper defines the concepts of the Party and government organs, young cadres and cadre training, and expounds the purpose, significance and relevant theories of the training of young cadres in the party and government organs. This paper summarizes the present situation of the young cadres of the Party and government organs in Baotou rare Earth High and New Technology Zone, the main methods and results of the cadre training, and enumerates the short-sighted training behavior and the homogeneity of the training contents of the young cadres in the Party and government organs of the Baotou rare Earth High-tech Zone. The formalization of the training process is discussed, and the causes of the problems are analyzed in the following three aspects: the cultivation idea, the training system and the training object itself. Finally, the paper puts forward a series of countermeasures to optimize the training of young cadres in rare earth high-tech zones, including innovating the concept of training young cadres, establishing and perfecting the training system of young cadres, and constructing the training mode of young cadres in the front line. To create a good growth environment for young cadres, so as to provide reference for the Party work Committee of Baotou rare Earth High and New Technology Zone, management committee and relevant departments to train young cadres, and at the same time, to provide experience for similar areas in China.
