【摘要】：政治清明建設(shè)適應(yīng)了當(dāng)今時(shí)代發(fā)展趨勢(shì),體現(xiàn)了國(guó)家理性治理思維。它既是實(shí)現(xiàn)廉潔政治、構(gòu)建廉潔政治生態(tài)的必要理論前提,也是實(shí)現(xiàn)國(guó)家治理現(xiàn)代化理想目標(biāo)的必要保障。它是一種頂層設(shè)計(jì),也是一種實(shí)踐狀態(tài),更是當(dāng)代的一種價(jià)值取向,是解決當(dāng)前腐敗問(wèn)題、優(yōu)化政治生態(tài)的關(guān)鍵。政治清明主要是指依托廉潔、高效的政治運(yùn)行體系,使公權(quán)力開(kāi)放與包容兼具,推進(jìn)政治價(jià)值與行政運(yùn)行的規(guī)范和統(tǒng)一,打造具備嚴(yán)明的法紀(jì)、透明的權(quán)力、英明的決策、賢明的用人準(zhǔn)則、開(kāi)明的政治觀等廉潔基因的政治新常態(tài)。政治清明從根本上來(lái)說(shuō),是為了適應(yīng)、滿足政治的自由、法治、公平等價(jià)值取向的本質(zhì)要求,利用這種中國(guó)式表達(dá)來(lái)闡述我國(guó)當(dāng)代民主政治價(jià)值體系。政治清明與反腐敗斗爭(zhēng)二者相輔相成。干部清正、政府清廉、政治清明”是反腐倡廉建設(shè)的戰(zhàn)略目標(biāo),開(kāi)展持續(xù)性反腐敗斗爭(zhēng)對(duì)于政治清明理想目標(biāo)的實(shí)現(xiàn)具有促進(jìn)作用。結(jié)合我國(guó)井岡山時(shí)期、新加坡的廉政建設(shè)的先進(jìn)經(jīng)驗(yàn),聯(lián)系我國(guó)基本國(guó)情,實(shí)現(xiàn)政治清明必須全方位、多領(lǐng)域加強(qiáng)政治建設(shè)。因此,政治清明的實(shí)現(xiàn)途徑應(yīng)從著力營(yíng)造一個(gè)良好的從政環(huán)境;提高政治清明教育的科學(xué)化水平;做好權(quán)力運(yùn)行的公開(kāi)化透明度體制機(jī)制建設(shè);堅(jiān)持全面從嚴(yán)治黨,抓好干部作風(fēng)建設(shè)等四個(gè)方面推進(jìn)相關(guān)工作。
[Abstract]:The construction of political clarity adapts to the development trend of the times and reflects the thinking of rational governance of the country. It is not only the necessary theoretical premise to realize clean politics and construct clean political ecology, but also the necessary guarantee to realize the ideal goal of national governance modernization. It is a top-level design, a practical state, and a contemporary value orientation. It is the key to solve the current corruption problem and optimize political ecology. Political clarity mainly refers to relying on a clean and efficient political operation system to make public power open and inclusive, to promote the norms and unity of political value and administrative operation, and to create strict law and discipline, transparent power, and wise decision-making. Wise employment rules, enlightened political outlook and so on clean gene politics new normal. In order to adapt and satisfy the essential requirements of political freedom, rule of law and fairness, the political clarity of the Ming Dynasty is to expound the contemporary democratic political value system of our country by using this kind of expression of Chinese style. Political clarity and the fight against corruption complement each other. Clean cadres, clean government, and clean politics "are the strategic goals of anti-corruption construction. To carry out a sustained anti-corruption struggle can promote the realization of the ideal goal of political cleanliness." In combination with the advanced experience of building a clean government in Singapore during the Jinggangshan period in China and the basic conditions of our country, it is necessary to strengthen political construction in all directions and in various fields in order to realize political clarity. Therefore, the way to realize political clarity should be to create a good political environment, to improve the scientific level of political Qingming education, to do a good job in building an open transparency system for the operation of power, to adhere to a comprehensive and strict administration of the party, Do a good job in the construction of cadre style and other four aspects to promote the relevant work.
