【摘要】：公車私用、濫發(fā)福利、報(bào)銷侵占等問(wèn)題,相較于治理一方而言,都是職權(quán)之內(nèi)的"小事",也是絆倒很多干部的普遍之事。"小事弄權(quán)"之所以存在,原因是多方面的,與環(huán)境因素潛移默化、認(rèn)知因素偏離正軌、制度因素相對(duì)乏力等緊密相關(guān)。管小、管細(xì),抓小、抓細(xì),不是對(duì)干部的極端苛刻,而是"嚴(yán)中有愛(ài)"的規(guī)制。
[Abstract]:The private use of buses, the abuse of welfare, the reimbursement of expenses, and so on, are all "minor matters" within the authority of the governing party, and they are also a common matter that stumbles many cadres. The reason for the existence of "trivial power" is that there are many reasons. It is closely related to environmental factors, cognitive factors deviating from the right track, institutional factors being relatively weak and so on.
