【摘要】：由于受干部管理體制機(jī)制和黨政"一把手"特殊位置等因素的影響,對(duì)黨政"一把手"監(jiān)督工作仍存在著一些亟待解決的難點(diǎn),主要是監(jiān)督制度不完善、監(jiān)督主體缺乏必要的獨(dú)立性、黨政"一把手"賦權(quán)過重、監(jiān)督工作方法滯后等問題。加強(qiáng)對(duì)黨政"一把手"的監(jiān)督,核心是對(duì)"一把手"權(quán)力運(yùn)用的監(jiān)督,應(yīng)將上級(jí)監(jiān)督落到實(shí)處,把"人"管好;科學(xué)設(shè)計(jì)權(quán)力運(yùn)行監(jiān)督制度,把"權(quán)"管住;完善紀(jì)檢監(jiān)察監(jiān)督機(jī)制,把"事"做好,從實(shí)體性制度和程序性要求上規(guī)范和監(jiān)督黨政"一把手"權(quán)力運(yùn)行過程。
[Abstract]:Because of the influence of the cadre management system mechanism and the special position of the party and government, there are still some difficulties to be solved in the supervision work of the party and government, mainly because the supervision system is not perfect. The main body of supervision lacks the necessary independence, the party and government have too much power and the methods of supervision are lagging behind. The core of the supervision is the supervision of the application of the power of the "first head" of the party and government, the core of which is to strengthen the supervision of the party and government. We should carry out the superior supervision, manage the "people" well, scientifically design the supervision system of the power operation and control the "power", perfect the discipline inspection and supervision mechanism, and do the "work" well. From the substantive system and procedural requirements to regulate and supervise the party and government "top" power operation process.
