【摘要】：在政府系統(tǒng),容錯(cuò)糾錯(cuò)機(jī)制是指:當(dāng)政府官員因改革創(chuàng)新、主動(dòng)作為而出現(xiàn)過(guò)錯(cuò)時(shí),政府系統(tǒng)要有容受和糾正這類過(guò)錯(cuò)的制度機(jī)制,以鼓勵(lì)改革創(chuàng)新和行政有為。在肯定容錯(cuò)糾錯(cuò)正當(dāng)性的同時(shí),也要看到容錯(cuò)糾錯(cuò)機(jī)制適用的風(fēng)險(xiǎn)。文章在討論容錯(cuò)糾錯(cuò)機(jī)制價(jià)值的基礎(chǔ)上,分析了容錯(cuò)糾錯(cuò)機(jī)制的可能風(fēng)險(xiǎn),提出了對(duì)風(fēng)險(xiǎn)實(shí)施管控的路徑。
[Abstract]:In the government system, the fault-tolerant and error-correcting mechanism refers to: when the government officials make mistakes because of innovation and initiative, the government system should have the institutional mechanism to suffer and correct such mistakes. In order to encourage reform, innovation and administration, while affirming the legitimacy of fault-tolerant and error-correcting, we should also see the risk of the application of fault-tolerant and error-correcting mechanism. Based on the discussion of the value of fault-tolerant and error-correcting mechanism, this paper analyzes the possible risks of fault-tolerant and error-correcting mechanism. The path of risk control is put forward.
