【摘要】:安徽出版集團(tuán)是在安徽省新聞出版局局屬事業(yè)單位的基礎(chǔ)上發(fā)展起來(lái)的,隨著文化體制改革進(jìn)程的不斷深入,安徽出版集團(tuán)既面臨著大好的發(fā)展機(jī)遇,也面臨著嚴(yán)峻的挑戰(zhàn)。根據(jù)人力資源管理在企業(yè)管理中扮演的角色和所起的作用,安徽出版集團(tuán)的人力資源管理還處在操作性角色時(shí)代,仍處于傳統(tǒng)的人力資源管理向現(xiàn)代人力資源管理過(guò)渡階段,還帶有一定的計(jì)劃經(jīng)濟(jì)色彩,沒(méi)有實(shí)現(xiàn)人力資源管理的職能轉(zhuǎn)換,缺乏與集團(tuán)發(fā)展戰(zhàn)略相匹配的人力資源管理戰(zhàn)略,人力資源整體素質(zhì)有待加強(qiáng)。為適應(yīng)新的形勢(shì),集團(tuán)現(xiàn)行的人力資源管理必須改革,通過(guò)體制和機(jī)制創(chuàng)新、整合力量、調(diào)整結(jié)構(gòu),以增強(qiáng)活力,提高競(jìng)爭(zhēng)力,跟上時(shí)代發(fā)展的步伐。 目前,對(duì)戰(zhàn)略性人力資源管理還沒(méi)有一個(gè)統(tǒng)一明確的界定,國(guó)內(nèi)對(duì)于戰(zhàn)略性人力資源管理理論的研究較少,和具體企業(yè)聯(lián)系起來(lái)的就少之又少。本論文結(jié)合具體企業(yè)在這一領(lǐng)域進(jìn)行有意義的探索研究。本論文從戰(zhàn)略性人力資源管理理論研究方法入手,和企業(yè)經(jīng)營(yíng)發(fā)展戰(zhàn)略實(shí)際相結(jié)合,從而探尋一條可以實(shí)現(xiàn)有效提高企業(yè)競(jìng)爭(zhēng)力的戰(zhàn)略性人力資源管理之路。 本文采用PEST環(huán)境分析方法、SWOT分析方法,詳細(xì)分析了安徽出版集團(tuán)所面臨的外部環(huán)境和內(nèi)部條件,闡述了該集團(tuán)實(shí)施戰(zhàn)略性人力資源管理的外部環(huán)境機(jī)會(huì)和威脅,以及集團(tuán)本身實(shí)施戰(zhàn)略性人力資源管理的優(yōu)勢(shì)與劣勢(shì)。安徽出版集團(tuán)目前現(xiàn)行的人力資源管理存在的主要問(wèn)題是:集團(tuán)高層高度重合,核心經(jīng)營(yíng)層高級(jí)人才相對(duì)較缺乏,崗位描述不完善,人職匹配不到位,人力資源戰(zhàn)略規(guī)劃不明晰,青年員工流動(dòng)較大,績(jī)效考核落實(shí)不到位等。針對(duì)這些問(wèn)題,結(jié)合集團(tuán)的實(shí)際情況,采取基于資源基礎(chǔ)理論的戰(zhàn)略性人力資源管理方法,制定安徽出版集團(tuán)人力資源管理的目標(biāo),按照人力資源管理要支持和服務(wù)企業(yè)經(jīng)營(yíng)發(fā)展戰(zhàn)略的原則,設(shè)計(jì)了提升安徽出版集團(tuán)戰(zhàn)略性人力資源管理水平的實(shí)施方案,其結(jié)果對(duì)安徽出版集團(tuán)的發(fā)展將具有現(xiàn)實(shí)的指導(dǎo)意義。
[Abstract]:Anhui Publishing Group is developed on the basis of the institution of Anhui Press and publication Bureau. With the deepening of the reform of the cultural system, Anhui Publishing Group is faced with both excellent development opportunities and severe challenges. According to the role and role of human resource management in enterprise management, the human resource management of Anhui Publishing Group is still in the era of operational role, and is still in the transition stage from traditional human resource management to modern human resource management. It also has certain planned economy color, does not realize the function transformation of human resource management, lacks the human resource management strategy matching with the group development strategy, and the overall quality of human resources needs to be strengthened. In order to adapt to the new situation, the current human resource management of the Group must be reformed, through the innovation of system and mechanism, the integration of strength, the adjustment of structure, in order to enhance vitality, improve competitiveness and keep up with the pace of development of the times. At present, there is not a unified and clear definition of strategic human resource management. This paper carries on the meaningful exploration and research in this domain combined with the concrete enterprise. This paper starts with the theoretical research method of strategic human resource management and combines with the practice of enterprise management and development strategy, so as to explore a way of strategic human resource management which can effectively improve the competitiveness of enterprises. In this paper, the PEST environment analysis method is used to analyze the external environment and internal conditions faced by Anhui Publishing Group in detail, and the external environment opportunities and threats to implement strategic human resource management in Anhui Publishing Group are expounded. As well as the group itself implements the strategic human resources management the superiority and the inferiority. The main problems existing in the current human resource management of Anhui Publishing Group are: the high level overlap of the group, the relatively lack of senior talents at the core management level, the imperfect job description, and the inadequate matching of personnel and duties. Human resources strategic planning is not clear, young staff mobility, performance appraisal implementation is not in place and so on. Aiming at these problems, combining with the actual situation of the group, adopting the strategic human resource management method based on the resource-based theory, the goal of Anhui Publishing Group's human resource management is formulated. According to the principle that human resource management should support and serve the strategy of management and development of enterprises, the implementation plan of improving the level of strategic human resources management of Anhui Publishing Group is designed. The result will have realistic guiding significance to the development of Anhui Publishing Group.
