【摘要】：2009年中國新聞出版業(yè)總產(chǎn)值突破萬億,民營書業(yè)為其立下了汗馬功勞。數(shù)據(jù)顯示2009年全國民營文化工作室參與策劃圖書4萬多種,幾乎是全年新版書品種的四分之一,而在發(fā)行領(lǐng)域,民營書業(yè)的“半壁江山”地位早在幾年前就已確立。 改革開放以來,民營書業(yè)按照自己的規(guī)律誕生、成長、壯大。中國政府在這一過程中,扮演著不可或缺的角色,它有時(shí)候促使民營書業(yè)發(fā)展,有時(shí)候阻礙民營書業(yè)前進(jìn),但更多的時(shí)候,它是讓民營書業(yè)在健康地成長。反過來,民營書業(yè)的成長也促成了政府的改革與進(jìn)步。 本文以規(guī)制經(jīng)濟(jì)學(xué)為理論視角,力圖展現(xiàn)改革開放以來中國政府對民營書業(yè)的規(guī)制變遷及其背后的原因,以及這一過程中民營書業(yè)發(fā)展壯大的過程,并在此基礎(chǔ)上,預(yù)測政府對民營書業(yè)規(guī)制的發(fā)展趨勢。因此本論文分為三大部分。 第一部分是第一章緒論。本章主要交代選題背景、選題意義、研究方法、研究現(xiàn)狀以及相關(guān)理論概述和定義的界定。 第二部分是第二、三、四章。本文把中國政府對民營書業(yè)規(guī)制的變遷分為三個(gè)階段,即市場準(zhǔn)入階段、規(guī)制放松階段和規(guī)制新階段,分別就是第二、三、四章。在每一章中,都包含規(guī)制的變遷及其原因,民營書業(yè)的發(fā)展,以及變遷后帶來的問題等內(nèi)容。 第三部分是第五章。在這一部分中,本文將對政府對民營書業(yè)的規(guī)制的未來趨勢加以預(yù)測。
[Abstract]:In 2009, the gross output value of China's press and publishing industry exceeded trillion, and the private book industry contributed a lot to it. The data show that the national private culture studio participated in the planning of more than 40, 000 books in 2009, which is almost 1/4 of the new edition of books in the whole year. But in the field of distribution, the status of private book industry has been established as early as a few years ago. Since the reform and opening up, private book industry according to their own law birth, growth, growth. The Chinese government plays an indispensable role in this process. It sometimes promotes the development of the private book industry, sometimes hinders the development of the private book industry, but more often, it makes the private book industry grow healthily. In turn, the growth of private book industry also contributed to the reform and progress of the government. From the perspective of regulation economics, this paper tries to show the changes of Chinese government regulation on private book industry since the reform and opening up, and the reasons behind it, as well as the process of private book industry development and growth in the process, and on this basis, The development trend of government regulation on private book industry is forecasted. Therefore, this paper is divided into three parts. The first part is the introduction of the first chapter. This chapter describes the background, significance, research methods, research status and definition of relevant theories. The second part is the second, third, and fourth chapters. This paper divides the change of Chinese government regulation on private book industry into three stages, namely, market access stage, regulation relaxation stage and new regulation stage, which are the second, third and fourth chapters respectively. In each chapter, it contains the changes of regulation and its causes, the development of private book industry, and the problems brought by the changes. The third part is the fifth chapter. In this part, this paper predicts the future trend of government regulation on private book industry.
