【摘要】：少數(shù)民族地區(qū)一直是我國扶貧開發(fā)工作中的重點和難點,其中,西南少數(shù)民族地區(qū)因其所處地理區(qū)位及生態(tài)環(huán)境的重要戰(zhàn)略地位,并具有多民族聚居的特殊性,扶貧攻堅任務更為艱巨。我國的經(jīng)濟社會發(fā)展現(xiàn)在要更加注重可持續(xù)性和包容性發(fā)展目標的實現(xiàn),目前的精準扶貧實質(zhì)上就是在包容性發(fā)展理論的指導下進行的,是實現(xiàn)社會包容性發(fā)展的重要著力點。因此本文以西南少數(shù)民族地區(qū)及其現(xiàn)階段精準扶貧的包容性政策為研究對象,在理論研究的基礎(chǔ)上探索精準扶貧的包容性政策分析框架,試圖對西南少數(shù)民族地區(qū)精準的包容性政策進行梳理并分析其實施效果。進而分析現(xiàn)階段精準扶貧實施面臨的挑戰(zhàn),并以四川涼山州為樣本進行了案例分析。最后提出了西南少數(shù)民族地區(qū)精準扶貧的包容性政策的改進建議,以期為我國少數(shù)民族地區(qū)在精準扶貧過程中更好實現(xiàn)經(jīng)濟、社會、生態(tài)發(fā)展的包容協(xié)調(diào)和人的全面自由發(fā)展提供一些新的思路。本文按照文獻研究——理論解析——綜合分析——案例分析——政策改進的邏輯進行研究。第一章主要是介紹本文的研究背景及研究意義、國內(nèi)外的研究現(xiàn)狀、研究中使用的具體方法及主要內(nèi)容、難點和可能的創(chuàng)新點。第二章對文章涉及的相關(guān)概念進行了界定,并分析了精準扶貧和包容性發(fā)展的內(nèi)在關(guān)系,闡述了精準扶貧的包容性政策的理論基礎(chǔ)和理論分析框架。第三章為西南少數(shù)民族地區(qū)精準扶貧的包容性政策的綜合分析。本章首先對西南少數(shù)民族地區(qū)的概況進行了介紹,然后梳理了該地區(qū)中央及地方政府制定的精準扶貧的包容性政策,最后分析了精準扶貧在實施中所面臨的挑戰(zhàn)。指出西南少數(shù)民族地區(qū)精準扶貧的包容性政策實施已經(jīng)取得了較為明顯的成效,但目前西南少數(shù)民族地區(qū)經(jīng)濟社會發(fā)展的包容性不足問題仍然較為明顯,精準扶貧中面臨地區(qū)社會事業(yè)發(fā)展未跟上經(jīng)濟增長、貧困群體發(fā)展機會和能力受到限制、經(jīng)濟發(fā)展與生態(tài)環(huán)境保護矛盾突出等方面的挑戰(zhàn)。第四章選取四川涼山州為案例研究對象,分析了涼山州的貧困現(xiàn)狀和貧困的多元屬性,介紹了該地區(qū)精準扶貧的包容性政策實施現(xiàn)狀,認為在政策實施中還存在脫貧增收長效機制尚不健全、脫貧主體自我責任意識不強、扶貧資金的管理利用效率不高等問題。第五章在前面挑戰(zhàn)和問題分析的基礎(chǔ)上提出了西南少數(shù)民族地區(qū)精準扶貧的包容性政策的改進建議,認為在接下來的精準扶貧中,應該優(yōu)化經(jīng)濟政策和社會政策結(jié)構(gòu),注重二者的配合,以更好地促進經(jīng)濟、社會的協(xié)調(diào)和包容發(fā)展。首先要通過科學制定民族地區(qū)經(jīng)濟發(fā)展規(guī)劃、發(fā)展西南地區(qū)民族特色產(chǎn)業(yè)、強化經(jīng)濟發(fā)展的資金和金融支持等手段來推動經(jīng)濟長效發(fā)展,創(chuàng)造平等參與機會,夯實脫貧的物質(zhì)基礎(chǔ),增加貧困人口的經(jīng)濟收入。同時要更加注重協(xié)調(diào)社會事業(yè)發(fā)展,促進貧困地區(qū)發(fā)展能力提升和社會公平。要加強貧困地區(qū)的基礎(chǔ)設(shè)施建設(shè)、更加重視貧困地區(qū)的人力資源開發(fā)、健全完善社會保障制度,使貧困群體有能力平等地參與經(jīng)濟發(fā)展過程并在其中做出貢獻和共享成果。最后,要明確西南少數(shù)民族地區(qū)的主體功能定位,創(chuàng)新和完善生態(tài)補償機制,在經(jīng)濟發(fā)展的同時更加重視對生態(tài)環(huán)境的保護,增加經(jīng)濟社會發(fā)展與生態(tài)環(huán)境的協(xié)調(diào)和可持續(xù)性。
[Abstract]:The minority area has been the focus and difficulty of poverty alleviation work in our country in the southwest minority area because of its important strategic position of the geographical location and ecological environment, and the particularity of the multi-ethnic, poverty alleviation task is more arduous. China's economic and social development now pay more attention to the implementation of the sustainable and inclusive development goals, the precise poverty is essentially inclusive development under the guidance of the theory of the realization of social inclusive development of the important points. So the area of ethnic minorities in Southwest China and its current precise poverty inclusive policy as the research object, on the basis of theoretical research on precise poverty inclusive policy analysis framework, tries to review the precise inclusive policies in Southwestern Minority Areas and analysis of the implementation and analysis of the present stage effect. The precise implementation of poverty reduction challenges, and case analysis in Sichuan state of Liangshan as samples. Finally put forward suggestions for improvement in southwest minority area poverty alleviation precise inclusive policies, with a view to China's ethnic minority areas in the process of social poverty alleviation accurate achieve the better economy, and provide some new ideas for ecological development and inclusive coordination and people's all-round and free development. According to the literature research -- Analysis: comprehensive analysis -- a case analysis of the improvement of the policy logic theory. The first chapter mainly introduces the research background and significance, research status at home and abroad, the specific methods used in the study and the main content, difficulties and possible innovation. The third chapter is the comprehensive analysis of southwest minority area poverty alleviation precise inclusive policies. This chapter of the minority nationalities in Southwest China were introduced, and then sort out the precise poverty of central and local governments in the region to develop inclusive policies, the final analysis of the precise poverty faced in the implementation of the challenge. It is pointed out that the southwest minority area poverty alleviation precise inclusive policy implementation has made obvious achievements, but the current economic and social development in southwest minority areas tolerance problem is still more obvious, in the development of social undertakings did not keep pace with economic growth faces precise poverty, poor development opportunities and ability limit the economic development and ecological environment protection as well as the challenges. The fourth chapter selects Sichuan Liangshan Prefecture A case study, analyzes the current situation of poverty in Liangshan, poverty and multiple attributes, introduces the current situation of the implementation of the regional poverty alleviation precise inclusive policies, that there is a long-term mechanism out of poverty income is not perfect in the implementation of the policy, poverty and self responsibility consciousness is not strong, not high efficiency in the management of the funds by analyzing. In the fifth chapter on the challenges and problems put forward suggestions for improvement in southwest minority area poverty alleviation precise inclusive policy, think over the precise poverty, should optimize the economic structure policy and social policy, with the focus on the two, in order to better promote economic coordination, and inclusive social development. First through science make planning for economic development in ethnic minority areas, the development of national industry in Southwest China, strengthen economic development funds and financial support and other means to push the economy Effective development, create equal opportunities for participation, a solid material foundation to reduce poverty, increasing poverty income. At the same time to pay more attention to the coordinated development of social undertakings, promote the development of the poor areas and enhance the ability of social justice. To strengthen the construction of infrastructure in poor areas, pay more attention to human resources development in poverty-stricken areas, perfecting the social security system. The ability to equal participation in the process of economic development and make a contribution and share the achievements in which poverty groups. Finally, to clear the main function of the southwest minority area, the innovation and perfection of ecological compensation mechanism in the economic development at the same time pay more attention to the protection of the ecological environment, increase coordination and sustainable economic and social development and ecological environment.
