【摘要】：我國自然資源資產(chǎn)管理中,其質(zhì)量評(píng)價(jià)是重點(diǎn)和難點(diǎn)。研究以界定草原資源資產(chǎn)管理的概念為邏輯起點(diǎn),試圖揭示出衡量草原資源資產(chǎn)質(zhì)量的指標(biāo),建立起草原資源資產(chǎn)質(zhì)量的評(píng)價(jià)框架;基于內(nèi)蒙古錫林浩特市草原的監(jiān)測信息,通過分析草原監(jiān)測樣點(diǎn)的草地型、植被蓋度、多樣性、產(chǎn)草量指標(biāo)的變化,對(duì)草原資源資產(chǎn)的穩(wěn)定性和退化性做出評(píng)價(jià),提出草原資源資產(chǎn)管理和監(jiān)測制度安排的政策建議。主要結(jié)論如下:(1)自然資源資產(chǎn)管理評(píng)價(jià)中,基于產(chǎn)權(quán)單元的資源資產(chǎn)信息的可獲得性是重要基礎(chǔ);(2)制定出與草原資源資產(chǎn)質(zhì)量特征相匹配的政策,是實(shí)現(xiàn)自然資源資產(chǎn)有效管理和生態(tài)文明制度創(chuàng)新的重要舉措。
[Abstract]:In our country natural resources asset management, its quality evaluation is the focal point and the difficult point. Based on the logical starting point of defining the concept of grassland resource asset management, this paper tries to reveal the index of measuring the quality of grassland resource assets and establish the evaluation framework of grassland resource asset quality, based on the monitoring information of grassland in Xilinhaote, Inner Mongolia. By analyzing the change of grassland type, vegetation coverage, diversity and grassland yield index, the stability and degradation of grassland resource assets are evaluated, and the policy suggestions for grassland resource asset management and monitoring system arrangement are put forward. The main conclusions are as follows: (1) the availability of resource asset information based on property right unit is an important basis in natural resource asset management evaluation; It is an important measure to realize the effective management of natural resources assets and the innovation of ecological civilization system.
