基于區(qū)間直覺猶豫模糊集VIKOR擴展方法的突發(fā)公共事件處置方案決策模型

【摘要】:處理突發(fā)公共事件時,要對應急處里方案進行評估決策,其本質是一個多準則群決策問題,專家組在決策過程中存在一定猶豫度。本文提出應急處置方案評估標準體系,在區(qū)間直覺猶豫模糊理論基礎上建立應急處置方案評估模型。通過最大化團隊自信程度確定專家權重,提出調整型區(qū)間直覺猶豫模糊加權平均算子集成決策者意見,基于VIKOR擴展方法對應急處置方案進行排序,并通過算例驗證模型的可行性和有效性。該模型在整個應急處置方案決策過程中始終保證決策信息為區(qū)間直覺猶豫模糊元,既控制了計算和表達復雜度,又避免了群體決策信息流失。
[Abstract]:When dealing with emergent public events, it is essential to make evaluation and decision-making on the emergency plan, which is a multi-criteria group decision-making problem, and the expert group has certain degree of hesitation in the decision-making process. In this paper, the evaluation standard system of emergency disposal scheme is put forward, and the evaluation model of emergency disposal scheme is established on the basis of interval intuitionistic hesitation fuzzy theory. By maximizing the confidence degree of the team to determine the expert weight, a modified interval intuitionistic hesitation fuzzy weighted average operator is proposed to integrate the decision makers' opinions, and the emergency disposal scheme is sorted based on the VIKOR extended method. The feasibility and effectiveness of the model are verified by an example. The model ensures that the decision-making information is interval intuitionistic hesitation fuzzy element in the whole decision-making process of emergency disposal scheme, which not only controls the complexity of computation and expression, but also avoids the loss of group decision-making information.
