【摘要】：流域生態(tài)補(bǔ)償是保護(hù)流域生態(tài)資源、促進(jìn)區(qū)域可持續(xù)發(fā)展的重要手段。文章利用博弈論中靜態(tài)博弈和動(dòng)態(tài)演化博弈的有關(guān)理論與方法,對(duì)流域生態(tài)補(bǔ)償利益相關(guān)方?jīng)Q策行為及深層原因進(jìn)行研究。結(jié)果表明:在流域生態(tài)補(bǔ)償中,僅依靠上、下游政府間的自主選擇無(wú)法實(shí)現(xiàn)上游政府采取"保護(hù)"策略、下游政府采取"補(bǔ)償"策略這一社會(huì)所期盼的最優(yōu)策略,必須引入中央政府進(jìn)行干預(yù),構(gòu)建相應(yīng)的激勵(lì)約束機(jī)制,規(guī)范上游政府、下游政府的行為,使得上游政府選擇"保護(hù)"策略、下游政府選擇"補(bǔ)償"策略。
[Abstract]:Watershed ecological compensation is an important means to protect watershed ecological resources and promote regional sustainable development. This paper makes use of the theories and methods of static game and dynamic evolution game in game theory. The decision behavior and deep causes of stakeholders in watershed ecological compensation are studied. The results show that in watershed ecological compensation, only depends on the above. The independent choice between the downstream governments can not realize the upstream government to adopt the "protection" strategy, and the downstream government to adopt the "compensation" strategy, which is the best strategy expected by the society, must be introduced into the central government to intervene. Construct the corresponding incentive and restraint mechanism, standardize the behavior of upstream government and downstream government, make upstream government choose "protect" strategy, downstream government choose "compensation" strategy.
