【摘要】：研究運用In VEST模型進行實證分析,對北京與上游地區(qū)水生態(tài)合作現(xiàn)狀進行了生態(tài)環(huán)境定量評價,評價結果表明,在半干旱半濕潤氣候條件下的植樹造林措施能在一定程度上改善水質,同時減少了15%的水資源供給服務;由于實施稻改旱工程的面積僅占整個流域面積的0.6%,把其生態(tài)系統(tǒng)服務功能影響擴大到整個流域來評價,各種服務功能變化比較細微(小于1%)。通過相關利益方博弈分析,從"整體性、一體化"角度提出"區(qū)域生態(tài)合作共同體"理念,并通過方案設計和優(yōu)劣勢對比,探討提出"流域與區(qū)域相結合"的管理機制,最后,建議通過政策補償、資金支持、項目支持和智力支持等形式開展合作,為促進區(qū)域合作共贏、推動經濟社會協(xié)調發(fā)展提供制度保障。
[Abstract]:Based on the empirical analysis of In VEST model, a quantitative evaluation of the ecological environment of the water ecological cooperation between Beijing and the upstream area is carried out. The evaluation results show that, Afforestation measures in semi-arid and semi-humid climate can improve water quality to a certain extent and reduce water resources supply and service by 15% at the same time. The effect of ecosystem service function is extended to the whole watershed to evaluate, and the change of various service function is slight (less than 1%) because the area of rice reform and drought project is only 0.6% of the whole watershed area. Through the game analysis of relevant stakeholders, this paper puts forward the concept of "regional ecological cooperation community" from the angle of "integrity and integration", and puts forward the management mechanism of "the combination of watershed and region" through the scheme design and the comparison of advantages and disadvantages. It is suggested that cooperation should be carried out in the form of policy compensation, financial support, project support and intellectual support so as to provide institutional guarantee for promoting regional cooperation and promoting coordinated economic and social development.
