大型水利工程項(xiàng)目的績(jī)效評(píng)價(jià)研究

【摘要】:在我國(guó)社會(huì)主義市場(chǎng)經(jīng)濟(jì)的體制下,大型水利工程項(xiàng)目一般都是由相關(guān)政府部門(mén)進(jìn)行管理,使用政府財(cái)政資金進(jìn)行投資。政府投資大型水利工程項(xiàng)目一般都具有投資大、實(shí)施周期比較長(zhǎng)、多項(xiàng)目管理的特點(diǎn),社會(huì)效益影響廣泛。在不同子項(xiàng)目之間存在著項(xiàng)目資金、設(shè)計(jì)人員、施工單位等多方面的資源沖突。本文將研究如何在大型水利工程項(xiàng)目實(shí)施過(guò)程中建立績(jī)效評(píng)價(jià)體系,并根據(jù)定期績(jī)效評(píng)價(jià)的結(jié)果及時(shí)調(diào)整多項(xiàng)目的優(yōu)先級(jí)順序,調(diào)整項(xiàng)目實(shí)施計(jì)劃。目前國(guó)內(nèi)的大多數(shù)項(xiàng)目績(jī)效評(píng)價(jià)工作主要是項(xiàng)目完工后的績(jī)效評(píng)價(jià),項(xiàng)目執(zhí)行過(guò)程中的績(jī)效評(píng)價(jià)還很少。由于這種政府投資項(xiàng)目投資金額巨大,如果沒(méi)有有效的項(xiàng)目執(zhí)行期績(jī)效評(píng)價(jià)體系,項(xiàng)目一旦開(kāi)始實(shí)施,很多因素將不可控制,很容易造成項(xiàng)目延誤、項(xiàng)目建設(shè)的社會(huì)效益無(wú)法體現(xiàn),甚至產(chǎn)生重復(fù)建設(shè)。因此在當(dāng)前這種項(xiàng)目管理模式下,項(xiàng)目執(zhí)行過(guò)程中的績(jī)效評(píng)價(jià)對(duì)項(xiàng)目的作用和意義非常大。 本論文將主要以政府投資的大型水利工程項(xiàng)目為研究對(duì)象,研究項(xiàng)目實(shí)施期的績(jī)效評(píng)價(jià)方法。本文完成的主要工作包括: 1)針對(duì)大型水利工程項(xiàng)目的特點(diǎn),從項(xiàng)目效益影響、項(xiàng)目建設(shè)成果和項(xiàng)目建設(shè)進(jìn)度這三個(gè)方面設(shè)定一套有效的績(jī)效評(píng)價(jià)指標(biāo)體系,并細(xì)化了指標(biāo)的監(jiān)測(cè)分析方法,用于項(xiàng)目實(shí)施過(guò)程中的績(jī)效評(píng)價(jià); 2)使用層次分析法,按照不同績(jī)效評(píng)價(jià)指標(biāo)對(duì)完成項(xiàng)目總體目標(biāo)的重要性,分析和計(jì)算出每個(gè)績(jī)效評(píng)價(jià)指標(biāo)的綜合權(quán)向量,以用于以后同類項(xiàng)目的績(jī)效評(píng)價(jià)和分析; 3)根據(jù)定期績(jī)效評(píng)價(jià)的分析結(jié)果,針對(duì)多項(xiàng)目的管理模式下不同子項(xiàng)目與績(jī)效評(píng)價(jià)指標(biāo)的關(guān)聯(lián)關(guān)系,分析和調(diào)整每個(gè)子項(xiàng)目?jī)?yōu)先級(jí)順序,結(jié)合項(xiàng)目資源情況及時(shí)調(diào)整項(xiàng)目實(shí)施計(jì)劃。 在本研究中同時(shí)結(jié)合某個(gè)國(guó)內(nèi)大型水利工程項(xiàng)目,采用本研究中的具體方法進(jìn)行了實(shí)際應(yīng)用,對(duì)該項(xiàng)目的績(jī)效評(píng)價(jià)工作起到了非常大的促進(jìn)作用。
[Abstract]:Under the system of socialist market economy in China, large water conservancy projects are generally managed by relevant government departments and invested with government financial funds. The large water conservancy projects invested by the government generally have the characteristics of large investment, long implementation period, multi-project management and wide social benefits. There are many resource conflicts between different subprojects, such as project funds, designers, construction units and so on. This paper will study how to establish a performance evaluation system in the implementation of large water conservancy projects and adjust the priority order of multiple projects according to the results of periodic performance evaluation and adjust the project implementation plan. At present, most of the project performance evaluation in China is mainly the performance evaluation after the completion of the project, and the performance evaluation in the process of project implementation is still very few. Because this kind of government investment project investment amount is huge, if there is no effective project performance evaluation system, once the project is implemented, many factors will be out of control, and it is easy to cause project delay. The social benefits of the project construction can not be reflected, or even duplicate construction. Therefore, in the current project management mode, the performance evaluation in the process of project implementation is of great significance to the project. This paper will focus on the large water conservancy projects invested by the government as the research object and study the performance evaluation method in the implementation period of the projects. The main works of this paper are as follows: 1) according to the characteristics of large water conservancy projects, an effective performance evaluation index system is set up from three aspects: the impact of project benefit, the project construction results and the progress of project construction. The method of monitoring and analysis of the indicators is refined to evaluate the performance in the process of project implementation. 2) Analytic hierarchy process (AHP) is used to analyze and calculate the comprehensive weight vector of each performance evaluation index according to the importance of different performance evaluation indicators to complete the overall goal of the project, which can be used to evaluate and analyze the performance of similar projects in the future. 3) according to the analysis results of periodic performance evaluation, the priority order of each sub-project is analyzed and adjusted according to the relationship between different sub-projects and performance evaluation indicators in multi-project management mode. Adjust the project implementation plan in time according to the project resources. In this study, combined with a large water conservancy project in China, the concrete method of this research is applied in practice, which plays a very important role in promoting the performance evaluation of the project.
