【摘要】：近年來(lái),我國(guó)對(duì)外投資已經(jīng)取得了顯著的成效,尤其是緬甸水電項(xiàng)目投資,取得了較快的發(fā)展。緬甸水電項(xiàng)目投資,主要采用BOT方式進(jìn)行,但由于我國(guó)企業(yè)在這一方面起步較晚,BOT項(xiàng)目投資方式運(yùn)用也不成熟,加之所面臨的國(guó)際環(huán)境具有一定的復(fù)雜性和風(fēng)險(xiǎn)性,導(dǎo)致項(xiàng)目投資存在巨大的風(fēng)險(xiǎn)：政治風(fēng)險(xiǎn)、金融風(fēng)險(xiǎn)、信用風(fēng)險(xiǎn)、市場(chǎng)風(fēng)險(xiǎn)等,任何一種風(fēng)險(xiǎn)的發(fā)生都有可能導(dǎo)致緬甸水電項(xiàng)目投資失敗。因此,論文選擇緬甸水電BOT項(xiàng)目風(fēng)險(xiǎn)管理作為研究對(duì)象,以期提升我國(guó)企業(yè)在緬甸的水電項(xiàng)目風(fēng)險(xiǎn)管理能力。本文結(jié)合作者工作實(shí)際,首先搜集大量的項(xiàng)目風(fēng)險(xiǎn)管理文獻(xiàn),通過(guò)詳細(xì)論述緬甸水電、BOT項(xiàng)目和風(fēng)險(xiǎn)管理相關(guān)理論,為本文研究奠定了堅(jiān)實(shí)的理論基礎(chǔ)；其次,對(duì)緬甸水電BOT項(xiàng)目特點(diǎn)進(jìn)行詳細(xì)分析,并對(duì)規(guī)劃階段、招投標(biāo)階段、設(shè)計(jì)階段、施工階段、驗(yàn)收階段、運(yùn)營(yíng)階段、移交階段等,分別進(jìn)行風(fēng)險(xiǎn)識(shí)別,由此找出緬甸水電BOT項(xiàng)目存在的政治風(fēng)險(xiǎn)、經(jīng)濟(jì)風(fēng)險(xiǎn)、政策風(fēng)險(xiǎn)、技術(shù)風(fēng)險(xiǎn)四個(gè)風(fēng)險(xiǎn)類型；第三,對(duì)S公司緬甸水電項(xiàng)目R水電站和M水電站風(fēng)險(xiǎn)管理案例進(jìn)行深入分析；第四,對(duì)S公司緬甸水電BOT項(xiàng)目風(fēng)險(xiǎn)管理進(jìn)行問(wèn)卷調(diào)查,由此建立項(xiàng)目風(fēng)險(xiǎn)因素量化表,對(duì)項(xiàng)目風(fēng)險(xiǎn)進(jìn)行量化評(píng)估與分析；最后,建立緬甸水電BOT項(xiàng)目風(fēng)險(xiǎn)管理體系,針對(duì)緬甸水電BOT項(xiàng)目存在的各類風(fēng)險(xiǎn),采取相應(yīng)的風(fēng)險(xiǎn)轉(zhuǎn)移、風(fēng)險(xiǎn)減輕、風(fēng)險(xiǎn)接受等措施,從而促進(jìn)S公司的緬甸水電BOT項(xiàng)目風(fēng)險(xiǎn)管理水平更上一個(gè)新的臺(tái)階。
[Abstract]:In recent years, China's foreign investment has achieved remarkable results, especially in Myanmar hydropower project investment, has achieved rapid development. Myanmar hydropower project investment is mainly carried out by BOT, but the investment mode of bot project is not mature because of the late start in this aspect, and the international environment is complex and risky. As a result, there are huge risks in project investment: political risk, financial risk, credit risk, market risk and so on. Any kind of risk may lead to the failure of Myanmar hydropower project investment. Therefore, the paper chooses the Myanmar hydropower BOT project risk management as the research object, in order to enhance our country enterprise in Myanmar hydropower project risk management ability. Based on the author's work, this paper first collects a large number of project risk management documents, through a detailed discussion of Myanmar hydropower bot project and risk management related theories, for this study laid a solid theoretical foundation; secondly, The characteristics of Myanmar hydropower BOT project are analyzed in detail, and risk identification is carried out in planning stage, bidding stage, design stage, construction stage, acceptance stage, operation stage, transfer stage and so on. Four types of risk, such as political risk, economic risk, policy risk and technical risk, are found out. Thirdly, the risk management cases of R hydropower station and M hydropower station in S company are analyzed. Fourth, the S company of Myanmar hydropower BOT project risk management questionnaire, from which the establishment of the project risk factors quantitative table, the project risk assessment and analysis; finally, establish Myanmar hydropower BOT project risk management system, In view of all kinds of risks existing in Myanmar hydropower BOT project, the corresponding measures such as risk transfer, risk mitigation and risk acceptance are taken to promote S company's risk management level of Myanmar hydropower BOT project to a new level.
