【摘要】：流域科層管理碎片化體制是當(dāng)前我國流域水資源短缺、水生態(tài)破壞和水污染加劇等水安全問題突出的重要制度根源。河長制實(shí)行流域行政分包、跨部門協(xié)作和公眾參與等措施,它是流域生態(tài)環(huán)境整體性治理的探索性實(shí)踐。從當(dāng)前河長制運(yùn)行情況看,存在著縱向分包治理成本分?jǐn)偛痪�、橫向功能整合面臨諸多掣肘以及公私合作程度低等內(nèi)生困境。因此,提升流域生態(tài)環(huán)境整體性治理能力,要以深化河長制改革為突破口,明晰流域分層治理的責(zé)權(quán)利,推進(jìn)流域環(huán)保機(jī)構(gòu)整合,拓展流域治理公私合作領(lǐng)域等。
[Abstract]:The fragmentation system of watershed management is an important institutional source of water security problems, such as water resources shortage, water ecological destruction and water pollution aggravation. River length system is an exploratory practice in the integrated management of the ecological environment of river basin, which implements measures such as subcontracting of river basin administration, inter-departmental cooperation and public participation. From the current operation of the river length system, there is an imbalance in the allocation of vertical subcontracting management costs, the horizontal functional integration is faced with many constraints and low degree of public-private cooperation and other endogenous difficulties. Therefore, in order to improve the capacity of integrated management of watershed ecological environment, we should take deepening the reform of river length system as the breakthrough point, clarify the responsibility and rights of watershed management by stratification, promote the integration of watershed environmental protection institutions, and expand the field of public-private cooperation in watershed management.
