【摘要】：近年來,濟南市洪澇災(zāi)害頻發(fā),如2007年“7.18"大水造成經(jīng)濟財產(chǎn)的巨大損失和人員傷亡。與此同時,濟南市又是一個缺水的城市,雨洪水資源大量流失,造成水資源的浪費①及不合理分配。因此,加強濟南市雨洪水資源利用是十分重要和迫切的。 本文結(jié)合濟南市的具體情況,采用文獻研究、數(shù)據(jù)統(tǒng)計等方法分析濟南市雨水利用情況及存在問題,并在借鑒國內(nèi)外其他城市經(jīng)驗的基礎(chǔ)上,提出濟南市雨洪水資源利用的對策建議。 研究發(fā)現(xiàn),濟南市開展雨洪水資源化利用主要面臨七大難題：一是城市防洪體系不完善：二是滯洪區(qū)或低洼地帶開發(fā)利用,降低了城市防洪標準；三是防洪排澇工程不配套；四是資金投入嚴重不足,發(fā)展非常不平衡；五是技術(shù)規(guī)范標準不完善,不能滿足雨洪水資源化的需要；六是政府責(zé)任不明確；七是社會參與積極性不夠。本文針對濟南市雨洪水利用難題,提出了雨洪水資源利用的工程措施和管理對策。工程措施南部山區(qū)可采取“陡坡封育,緩坡治理、河道攔蓄、雨水回灌”的策略,北部城區(qū)雨洪水資源利用的重點為“集中利用,分散下滲,蓄滲涵養(yǎng),回灌地下”；管理措施主要包括制定雨洪水綜合利用的標準和規(guī)范、完善雨洪水資源利用的法律法規(guī)制度、推進雨洪管理的管理創(chuàng)新及風(fēng)險管理、完善雨洪資源管理的激勵政策和宣傳引導(dǎo)等四個方面。 城市雨洪水資源的利用是一個大課題,也是一個系統(tǒng)工程。它不僅是水利部門和市政部門的任務(wù),同時還牽扯到其他相關(guān)政府部門,需要社會各界的大力支持。如何對雨洪水秀安進行合理開發(fā)利用,既復(fù)雜又是必須解決好的技術(shù)和政策難題,其原則為整體規(guī)劃,先易后難,努力實現(xiàn)雨洪水造福社會的目標。
[Abstract]:In recent years, floods and waterlogging disasters occur frequently in Jinan City, such as the "7.18" flood in 2007, which caused huge loss of economic property and casualties. At the same time, Jinan is also a city with water shortage, which results in the wastage and unreasonable allocation of water resources due to the loss of rainwater and flood resources. Therefore, it is very important and urgent to strengthen the utilization of rain and flood resources in Jinan. Combined with the concrete situation of Jinan, this paper analyzes the utilization and problems of Rain Water in Jinan by means of literature research and data statistics, and draws lessons from the experience of other cities at home and abroad. Countermeasures and suggestions on utilization of rain and flood resources in Jinan City are put forward. It is found that the utilization of rainwater and flood resources in Jinan is faced with seven major problems: first, the urban flood control system is not perfect; second, the development and utilization of flood detention areas or low-lying areas reduces the urban flood control standards; third, the flood prevention and drainage projects are not matched; Fourth, the serious shortage of capital investment, development is very uneven; fifth, technical standards are not perfect, can not meet the needs of rainwater resources; sixthly, the responsibility of the government is not clear; seventh, the enthusiasm of social participation is not enough. Aiming at the difficult problem of utilization of rain and flood in Jinan, this paper puts forward engineering measures and management countermeasures for utilization of rain and flood resources. The strategy of "steep slope closure, gentle slope control, river channel interception, Rain Water recharge" can be adopted in the southern mountainous areas of the south of China. The emphasis of utilization of rain and flood resources in the northern urban area is "centralized utilization, dispersed infiltration, seepage storage and conservation, recharge underground". Management measures mainly include formulating standards and norms for comprehensive utilization of rain and flood, perfecting laws and regulations for utilization of rain and flood resources, and promoting management innovation and risk management of rain and flood management. Improve rain flood resources management incentive policy and propaganda and guidance four aspects. The utilization of urban rain and flood resources is a major subject and also a systematic project. It is not only the task of water conservancy department and municipal department, but also involves other relevant government departments. How to develop and utilize rain flood Xiuan reasonably is a technical and policy difficult problem that must be solved well. Its principle is overall planning, first easy and then difficult, and strive to realize the goal of rain flood to benefit the society.
