【摘要】：為了減緩溫室氣體排放、應(yīng)對(duì)氣候變化影響,以水電清潔能源與生態(tài)環(huán)境相互協(xié)調(diào)發(fā)展為核心的綠色水電評(píng)估成為研究熱點(diǎn)�；趪�(guó)內(nèi)外綠色水電研究現(xiàn)狀,提出以國(guó)際綠色水電認(rèn)證體系、我國(guó)現(xiàn)行技術(shù)標(biāo)準(zhǔn)為基礎(chǔ),從防洪、航運(yùn)、能源、生態(tài)環(huán)境、移民生態(tài)補(bǔ)償、庫(kù)區(qū)文化景觀補(bǔ)償?shù)冉嵌瘸霭l(fā),分析長(zhǎng)江上游典型區(qū)域梯級(jí)水電工程建設(shè)、運(yùn)行各階段對(duì)環(huán)境、經(jīng)濟(jì)、社會(huì)的影響,提煉出具有完備性、獨(dú)立性、代表性、可比性、可操作性的指標(biāo)體系,探尋我國(guó)綠色水電評(píng)價(jià)指標(biāo)及其閾值。通過(guò)選擇具有代表性的典型案例進(jìn)行試點(diǎn)評(píng)估,建立覆蓋水電工程項(xiàng)目全生命周期的生態(tài)保護(hù)-經(jīng)濟(jì)效益-社會(huì)影響評(píng)估體系,以保證我國(guó)水電工程項(xiàng)目建設(shè)中每個(gè)環(huán)節(jié)的“綠色性”,促進(jìn)我國(guó)水電清潔能源的可持續(xù)發(fā)展。
[Abstract]:In order to reduce greenhouse gas emissions and cope with the impact of climate change, the green hydropower assessment, which focuses on the coordinated development of clean hydropower energy and ecological environment, has become a research hotspot.Based on the current research situation of green hydropower at home and abroad, this paper puts forward that based on the international green hydropower certification system and the current technical standards of our country, from the aspects of flood control, shipping, energy, ecological environment, ecological compensation of migrants, compensation of cultural landscape in reservoir area, etc.This paper analyzes the impact of the construction of cascade hydropower projects in typical areas of the upper reaches of the Yangtze River on the environment, economy and society in each stage of operation, and abstracts an index system with completeness, independence, representativeness, comparability and operability.To explore the evaluation index and threshold of green hydropower in China.By selecting representative typical cases for pilot evaluation, the ecological protection, economic benefit and social impact assessment system covering the whole life cycle of hydropower project is established.In order to ensure the "green" of every link in hydropower project construction in China, promote the sustainable development of hydropower clean energy in our country.
