小清河流域水利項(xiàng)目融資模式選擇研究

【摘要】:隨著國(guó)家對(duì)水利基礎(chǔ)設(shè)施建設(shè)項(xiàng)目的重視,水利工程迎來(lái)了改革發(fā)展的大機(jī)遇,同時(shí)也帶來(lái)了資金的大量缺口。因此僅靠國(guó)家撥款支出已經(jīng)滿足不了工程建設(shè)日益增長(zhǎng)的需要。要想改善這種狀況,關(guān)鍵問(wèn)題在于創(chuàng)新融資模式,打破水利項(xiàng)目只能依靠政府財(cái)政撥款的傳統(tǒng)印象。小清河是山東省一條重要的省內(nèi)河道,一百多年來(lái),擔(dān)負(fù)著兩岸的灌溉、防洪等多項(xiàng)職能。隨著時(shí)間的推移,兩岸經(jīng)濟(jì)發(fā)展帶來(lái)的水質(zhì)污染日益加重,又加上運(yùn)行時(shí)間久遠(yuǎn),小清河已經(jīng)遠(yuǎn)遠(yuǎn)達(dá)不到原設(shè)計(jì)功能,綜合治理迫在眉睫。但由于政府資金缺乏及沒(méi)有科學(xué)有效的融資渠道,使得該項(xiàng)目一直未能實(shí)施,嚴(yán)重影響了小清河流域規(guī)范化治理的進(jìn)程,也在一定程度上制約了沿河經(jīng)濟(jì)、環(huán)境的良好發(fā)展。如何采用科學(xué)的方法進(jìn)行小清河流域水利項(xiàng)目融資評(píng)價(jià)和選擇已經(jīng)成為小清河治理中亟待解決的問(wèn)題。鑒于此,本論文在國(guó)家鼓勵(lì)探索水利基礎(chǔ)設(shè)施項(xiàng)目融資多元化的前提下,通過(guò)科學(xué)地選擇評(píng)價(jià)指標(biāo),運(yùn)用層次分析法構(gòu)造出切實(shí)可行的、符合小清河流域水利項(xiàng)目特點(diǎn)的融資模式選擇模型,并分別選擇出適合小清河經(jīng)營(yíng)性水利項(xiàng)目和非經(jīng)營(yíng)性水利項(xiàng)目的融資模式,為解決小清河水利項(xiàng)目資金困難提供借鑒。首先介紹了水利項(xiàng)目融資相關(guān)理論,分別總結(jié)出適合小清河流域經(jīng)營(yíng)性水利項(xiàng)目和非經(jīng)營(yíng)性水利項(xiàng)目的幾種備選融資模式。再經(jīng)過(guò)幾種方法的比較,選擇層次分析法作為本文的評(píng)價(jià)方法。其次通過(guò)文獻(xiàn)分析法,找出適合小清河流域水利項(xiàng)目的評(píng)價(jià)指標(biāo),又運(yùn)用了專家意見(jiàn)法進(jìn)行修正,最后得出小清河流域經(jīng)營(yíng)性項(xiàng)目評(píng)價(jià)指標(biāo)體系由4個(gè)一級(jí)指標(biāo)、10個(gè)二級(jí)指標(biāo)構(gòu)成;非經(jīng)營(yíng)性評(píng)價(jià)體系由3個(gè)一級(jí)指標(biāo)、7個(gè)二級(jí)指標(biāo)組成,為下文的融資模式評(píng)價(jià)提供基礎(chǔ)。最后運(yùn)用層次分析法對(duì)小清河流域水利項(xiàng)目融資模式進(jìn)行評(píng)價(jià)。經(jīng)過(guò)分析計(jì)算,得出經(jīng)營(yíng)性的水利項(xiàng)目可以采用BOT模式;非經(jīng)營(yíng)性水利項(xiàng)目可采用政府債務(wù)融資模式進(jìn)行融資,并針對(duì)兩種模式提出了實(shí)施方案和保障措施。
[Abstract]:With the attention paid by the state to the construction of water conservancy infrastructure projects, water conservancy projects have ushered in a great opportunity for reform and development. It also creates a huge gap in funding. So state spending alone is no longer enough to meet the growing needs of construction. To improve this, the key issue is innovative financing models. Breaking the traditional impression that water conservancy projects can only rely on government financial allocations. The Xiaoqing River is an important river in Shandong Province. For more than 100 years, it has been shouldering many functions such as irrigation and flood control on both sides of the strait. With the passage of time, The water pollution brought by the economic development on both sides of the Taiwan Strait is worsening day by day, and the Xiaoqing River has been running for a long time. The Xiaoqing River has already far failed to reach the original design function, so comprehensive management is imminent. However, due to the lack of government funds and the lack of scientific and effective financing channels, As a result, the project has not been implemented, which has seriously affected the process of standardized management of the Xiaoqing River Basin and restricted the economy along the river to a certain extent. How to use scientific methods to evaluate and select the financing of water conservancy projects in Xiaoqing River basin has become an urgent problem to be solved in the management of Xiaoqing River. On the premise of encouraging the country to explore the diversified financing of water conservancy infrastructure projects, this paper uses AHP to construct a feasible method by scientifically selecting the evaluation index. According to the characteristics of water conservancy projects in Xiaoqing River Basin, the financing model is chosen, and the financing models suitable for the operational and non-operational water conservancy projects of Xiaoqing River are selected respectively. In order to solve the financial difficulties of Xiaoqing River water conservancy project, the paper first introduces the related theory of water conservancy project financing. Several alternative financing models suitable for operational and non-operating water conservancy projects in Xiaoqing River Basin are summarized respectively. Then through the comparison of several methods, AHP is selected as the evaluation method of this paper. The evaluation index suitable for water conservancy project in Xiaoqing River basin is found out, and the expert opinion method is used to revise it. Finally, it is concluded that the evaluation index system of operational project in Xiaoqing river basin is composed of 4 first-grade indexes and 10 second-class indexes. The non-operational evaluation system is composed of three first-grade indexes and seven second-level indexes, which provide the basis for the evaluation of the financing model below. Finally, the paper evaluates the financing mode of water conservancy projects in Xiaoqing River Basin by using the Analytic hierarchy process (AHP). It is concluded that the operating water conservancy projects can adopt the BOT model, the non-operating water conservancy projects can use the government debt financing mode to finance, and the implementation scheme and the safeguard measures are put forward for the two modes.
