龍口市水資源保護(hù)規(guī)劃研究

【摘要】:水是人類社會(huì)生存與發(fā)展的基礎(chǔ)和命脈,是基礎(chǔ)性的自然資源和戰(zhàn)略性的經(jīng)濟(jì)資源。隨著社會(huì)的快速發(fā)展以及城市化的進(jìn)程不段加快,水的用途和用量不斷擴(kuò)大,水資源的供需矛盾日益突出,已成為社會(huì)經(jīng)濟(jì)發(fā)展的制約因素。依據(jù)新時(shí)期最嚴(yán)格水資源管理制度對(duì)水資源保護(hù)的要求,以實(shí)現(xiàn)水資源可持續(xù)利用與水生態(tài)系統(tǒng)良性循環(huán)為目標(biāo),為促進(jìn)龍口市水資源可持續(xù)利用及國(guó)民經(jīng)濟(jì)可持續(xù)發(fā)展,加強(qiáng)水資源保護(hù),保證水資源的可持續(xù)利用,開(kāi)展了本次研究。水資源保護(hù)規(guī)劃是水資源開(kāi)發(fā)利用、治理保護(hù)和管理的依據(jù)。龍口市地處膠東半島北部,渤海灣南岸,是一座新興的沿海開(kāi)放港口城市,屬于淮河流域沿海諸小河水系。本文以2015年為基準(zhǔn)年,在分析龍口市地表水、地下水、水質(zhì)現(xiàn)狀的基礎(chǔ)上,分別制定了龍口市水資源保護(hù)規(guī)劃的近期目標(biāo)和遠(yuǎn)期目標(biāo),提出了切實(shí)可行的工程措施和非工程措施。并且對(duì)主要飲用水源地專門(mén)做了保護(hù)規(guī)劃。本文共分為十一個(gè)章節(jié)對(duì)龍口市水資源綜合規(guī)劃進(jìn)行論述。首先闡明了研究的背景和意義,以此為基礎(chǔ)確定了研究的依據(jù)和標(biāo)準(zhǔn),確定了控制指標(biāo)、研究范圍、規(guī)劃水平年。其次,根據(jù)水功能區(qū)的區(qū)劃要求和方案,將龍口市劃分為8個(gè)一級(jí)水功能區(qū)和27個(gè)二級(jí)水功能區(qū)。利用一維水質(zhì)模型對(duì)27個(gè)二級(jí)水功能區(qū)的納污能力進(jìn)行計(jì)算,根據(jù)對(duì)龍口市污染源的調(diào)查結(jié)果,提出其中7個(gè)重點(diǎn)水功能區(qū)的污染物控制量方案和削減量方案。另外,依據(jù)龍口市對(duì)于水質(zhì)和水量的要求,對(duì)龍口市的水質(zhì)監(jiān)測(cè)系統(tǒng)作出了規(guī)劃,本文對(duì)龍口市的地下水超采地區(qū)提出了治理與修復(fù)的方案,并且對(duì)于龍口市飲用水源地經(jīng)行了規(guī)劃,劃分了保護(hù)區(qū)范圍,提出了保護(hù)措施。最后,匯總龍口市水資源保護(hù)規(guī)劃工程與非工程措施,統(tǒng)籌考慮投資規(guī)模與保障措施等方案,提出近期重點(diǎn)建設(shè)工程及實(shí)施安排意見(jiàn)。按照水資源質(zhì)和量、水生態(tài)、社會(huì)經(jīng)濟(jì)等各要素對(duì)規(guī)劃實(shí)施后的效果進(jìn)行評(píng)價(jià),綜合評(píng)估規(guī)劃實(shí)施后可達(dá)到的社會(huì)經(jīng)濟(jì)、資源環(huán)境的預(yù)期效果及效益。
[Abstract]:Water is the basis and lifeline of the survival and development of human society, as well as the basic natural resources and strategic economic resources. With the rapid development of society and the acceleration of the urbanization process, the use and use of water are constantly expanding. The contradiction between supply and demand of water resources is becoming more and more prominent, which has become the restriction factor of social and economic development. According to the requirements of the strictest water resources management system for water resources protection in the new period, In order to realize the sustainable utilization of water resources and the benign cycle of water ecosystem, in order to promote the sustainable utilization of water resources and the sustainable development of national economy in Longkou City, strengthen the protection of water resources and ensure the sustainable utilization of water resources, This study was carried out. Water resources protection planning is the basis for water resources development, utilization, governance, protection and management. Longkou City is located in the northern part of Jiaodong Peninsula, along the southern coast of Bohai Bay, and is a newly developed coastal open port city. This paper takes 2015 as the reference year, based on the analysis of the present situation of surface water, groundwater and water quality in Longkou City, the short term and long term targets of Longkou water resources protection plan are formulated respectively. The practical engineering measures and non-engineering measures are put forward, and the protection planning for the main drinking water sources is made. This paper is divided into 11 chapters to discuss the integrated water resources planning of Longkou City. The background and significance of the study, On this basis, the basis and standard of the study are determined, and the control index, research scope and planning level are determined. Secondly, according to the requirements and plans of the regionalization of water function areas, Longkou City is divided into 8 first class water function areas and 27 second class water function areas. The sewage absorption capacity of 27 second class water function areas is calculated by using one dimensional water quality model. According to the investigation results of pollution sources in Longkou City, In addition, according to the requirements of water quality and quantity in Longkou City, the water quality monitoring system of Longkou City is planned. In this paper, the author puts forward a plan for the treatment and restoration of groundwater overmining areas in Longkou City, and plans the drinking water sources in Longkou City, divides the scope of the protected areas, and puts forward some protective measures. Collect water resources protection planning and non-engineering measures in Longkou City, consider investment scale and safeguard measures as a whole, and put forward suggestions for key construction projects and implementation arrangements in the near future, according to the quality and quantity of water resources, water ecology, etc. The factors such as social economy and other factors evaluate the effect of planning after implementation, and comprehensively evaluate the expected effects and benefits of social economy, resources and environment after the implementation of the plan.
