基于水源涵養(yǎng)功能的生態(tài)紅線劃定方法研究

【摘要】:生態(tài)紅線是2011年首次被提出的全新概念,如何科學(xué)劃定區(qū)域生態(tài)紅線是一個亟待探討解決的新課題。該研究以四川省為調(diào)查對象,采用多源遙感數(shù)據(jù)、氣象站點數(shù)據(jù)以及太陽輻射站點等數(shù)據(jù),綜合運用GIS技術(shù)、區(qū)域水量平衡法等研究手段,從水源涵養(yǎng)功能價值的角度探討生態(tài)紅線的劃定方法。結(jié)果表明:四川省水源涵養(yǎng)量在5.38~1 187.29 mm之間,各地區(qū)分布差異顯著。四川盆地水源涵養(yǎng)量最高,平均達200 mm以上;川西南山區(qū)和四川盆周山區(qū)次之,其值在100~200 mm之間;川西北高山高原地區(qū)最低,水源涵養(yǎng)量普遍低于100 mm。根據(jù)四川省各地水源涵養(yǎng)功能價值差異,將其劃分為5個等級生態(tài)功能區(qū),即一般重要、輕度重要、中度重要、高度重要和極重要功能區(qū)。其中,一般重要和輕度重要功能區(qū)的水源涵養(yǎng)量低于150 mm,生態(tài)價值不高,面積總和298 911 km~2,占四川省總面積61.63%;中度重要功能區(qū)面積95 992 km~2,占四川省總面積19.79%,該功能區(qū)水源涵養(yǎng)量為150~200 mm,生態(tài)價值一般;高度重要和極重要功能區(qū)的水源涵養(yǎng)量高于200 mm,生態(tài)價值較高,面積總計90 107 km~2,占四川省總面積18.57%。四川生態(tài)紅線區(qū)水源涵養(yǎng)量達250 mm以上,總面積6 715 km~2,占四川國土總面積1.38%,集中分布于四川盆地的雅安市東部、眉山市西南部和樂山市西北部地區(qū)。實地調(diào)查顯示,該研究劃定的生態(tài)紅線區(qū)內(nèi)不僅水源涵養(yǎng)量豐富,而且水源保護區(qū)和水源補給區(qū)分布眾多,屬四川水源涵養(yǎng)極重要的生態(tài)功能區(qū)。該研究提出的水源涵養(yǎng)生態(tài)紅線劃定方法具有一定的參考價值,研究成果對于中國其他地區(qū)生態(tài)保護紅線的劃定工作具有借鑒意義。
[Abstract]:Ecological red line is a new concept put forward for the first time in 2011. How to scientifically delineate the ecological red line of the region is a new topic to be solved urgently. This study takes Sichuan Province as the object of investigation and adopts multi-source remote sensing data. Meteorological station data and solar radiation station data, comprehensive use of GIS technology, regional water balance method and other research means, From the angle of the function value of water conservation, the method of determining ecological red line is discussed. The results show that the water conservation amount of Sichuan Province is between 5.38 mm and 1 187.29 mm, and the distribution of different regions is remarkable. The Sichuan Basin has the highest amount of water conservation, with an average of more than 200 mm. The mountain area of southwest Sichuan and the mountain area around the basin of Sichuan were the second with the value between 100 ~ 200 mm, and the mountain plateau of northwest Sichuan had the lowest amount of water conservation, and the amount of water conservation was generally less than 100 mm. according to the value difference of water conservation function in various parts of Sichuan Province, It is divided into five grades of ecological functional areas, namely, general important, light important, moderate important, highly important and extremely important functional areas, in which, the water conservation amount of general important and light important functional areas is less than 150 mm, and the ecological value is not high. The total area of this area is 298 911 km2, accounting for 61.63 mm of the total area of Sichuan province, and the area of moderate important functional area is 95 992 km / 2, accounting for 19.79 mm of the total area of Sichuan Province. The water conservation capacity of this functional area is 150 ~ 200 mm, and the ecological value is general. The water conservation amount of the highly important and extremely important functional areas is more than 200 mm, and the ecological value is relatively high. The total area is 90,107 km2, accounting for 18.57% of the total area of Sichuan Province. The amount of water conservation in the Eco-Red Line area of Sichuan Province is more than 250 mm. The total area is 6 715 km2, accounting for 1.38% of the total land area of Sichuan. It is concentrated in the eastern part of Ya'an City, the southwest of Meishan City and the northwestern part of Leshan City in Sichuan Basin. The field investigation shows that the ecological red line area delineated by this study is not only rich in water conservation but also rich in water conservation. And the water source protection area and the water source recharge area are numerous and belong to the important ecological function area of water conservation in Sichuan. The method of determining the ecological red line of water source conservation proposed by this study has certain reference value. The research results can be used for reference in other areas of China to delimit the red line of ecological protection.
