【摘要】：城市防洪能力評(píng)價(jià)多使用定性評(píng)價(jià)方法,其結(jié)論主觀抽象。為了定量評(píng)價(jià)城市防洪能力,通過(guò)對(duì)熱力學(xué)過(guò)程中分析法的深入研究與分析,從能量可用性與城市防洪能力可用性的相關(guān)關(guān)系出發(fā),將分析的理論方法與實(shí)際防洪能力評(píng)價(jià)結(jié)合起來(lái),對(duì)實(shí)際防洪能力評(píng)價(jià)中相關(guān)的影響因素(如規(guī)劃防洪能力、堤防和河道整治等)進(jìn)行了量化分析,闡明了各個(gè)因素所代表的物理意義,并給出了具體計(jì)算所需數(shù)據(jù)或評(píng)價(jià)等級(jí)確定方法,在此基礎(chǔ)上建立基于分析的城市實(shí)際防洪能力評(píng)價(jià)模型,結(jié)果客觀直接,可為城市防治洪水災(zāi)害提供預(yù)警,為防洪工程建設(shè)決策提供科學(xué)依據(jù)。
[Abstract]:In order to evaluate the urban flood control capacity quantitatively, through the thorough research and analysis of the thermodynamic analysis method, the qualitative evaluation method is often used in the evaluation of urban flood control capacity, and the conclusion is subjective and abstract. Based on the correlation between energy availability and urban flood control capacity, this paper combines the theory and method of analysis with the evaluation of actual flood control capacity, and analyzes the influence factors (such as planning flood control capacity) in the evaluation of actual flood control capacity. In this paper, the quantitative analysis of dyke and river regulation is made, the physical meaning represented by each factor is clarified, and the method of determining the necessary data or evaluation grade for concrete calculation is given. On this basis, the evaluation model of urban actual flood control capacity based on analysis is established. The results are objective and direct, which can provide early warning for urban flood prevention and control, and provide scientific basis for flood control engineering construction decision-making.
