【摘要】：金馬河許筏子段"8.15"水毀事故對金馬河沿線造成了巨大威脅,引起了社會各界的廣泛關(guān)注。在事故發(fā)生后,結(jié)合河道演變學(xué)等理論知識及工程實(shí)踐經(jīng)驗(yàn),及時對事故原因進(jìn)行了深入分析,并提出了修復(fù)建議。分析認(rèn)為:原結(jié)構(gòu)設(shè)計(jì)合理,加固程序合規(guī);水毀的直接原因是在洪水作用下河堤基礎(chǔ)被淘刷導(dǎo)致堤防面板失穩(wěn)、坍塌,而出現(xiàn)該事故的本質(zhì)原因是"河道動態(tài)變遷中的沖淤不平衡";此外,上游水庫的清水下泄也對此產(chǎn)生一定影響。因此,只有在充分認(rèn)識到河道自然規(guī)律特性的基礎(chǔ)上,才能保證河流治理工程設(shè)計(jì)的安全可靠。
[Abstract]:The "8.15" flood disaster in the Xu raft section of the Jinma River has caused great threat along the Jinma River and caused widespread concern from all walks of life. Based on the theoretical knowledge of river evolution and engineering practice, the causes of the accident are analyzed in time, and some suggestions are put forward. The results show that the original structure design is reasonable and the reinforcement procedure is compliant; The direct cause of water destruction is that the foundation of river embankment is scoured and scoured under the action of flood, which leads to the instability and collapse of the embankment face slab, and the essential reason of the accident is "the imbalance of erosion and siltation in the dynamic changes of the river course". In addition, the release of clear water from the upstream reservoir also has a certain effect on this. Therefore, only on the basis of fully recognizing the characteristics of the natural law of the river course can the design of the river regulation project be guaranteed to be safe and reliable.
